Council Decisions: February 18, 2025

Here is a summary of the decisions of Rocky View County Council at the February 18, 2025 Council Meeting. This is a general overview of decisions only. General Business

Administration voted to approve the cancellation of uncollectable oil and gas taxes totaling $135,986. Council then directed Administration to apply for a Provincial Education Requisition Credit (PERC) to receive a $23,072 tax credit for the resulting unpaid portion of education property taxes.

Council voted to direct Administration to revisit Borrowing Bylaw C-8420-2023 and the Meadow Ridge Estates Local Improvement Tax (LIT) for 16 parcels, as per the original petition, before the end of Q2 2025.

Council voted to approve 2025 Master Rates Bylaw C-8609-2025, outlining the fees charged for various County services, and as referenced in the 2025 Operating and Capital Base Budget, approved at the November 28, 2024 Special Council meeting.

All County fees are thoroughly reviewed annually as part of the budget process, as referenced in the 2025 Operating and Capital Base Budget, approved at the November 28, 2024 Special Council meeting, and adjusted as needed to recover costs or allow for updated or new services.

Adjustments to the utility rates for 2025 are not included in the 2025 Master Rates Bylaw, as these will be brought to Council for further consideration on March 4, 2025. The 2025 Master Rates Bylaw C-8609-2025 will come into effect on March 1, 2025 and will be available on the County website.

Council then approved a Motion Arising directing Administration to provide a report outlining the actual cost involved in reclaiming an impounded animal prior to the 2026 Master Rates Bylaw being presented to Council.

Council approved a motion first read into the record on February 18, 2025, directing Administration to amend the Procedure Bylaw to mandate that all votes of Council be recorded votes as per section 185 of the Municipal Government Act and return to Council with a report prior to July 16, 2025. Administration would also be directed to explore and report back to Council prior to July 15, 2025, on electronic voting options to facilitate the efficient recording of votes, with the goal of implementing such a system for the new Council following the 2025 Municipal Election. This item will be debated at the March 4, 2025 Council Meeting.

Council voted to provide a letter of support for the Town of Cochrane’s 2025 Active Transportation Fund application to support the development of the Trans Canada Trail project.

Planning and Development

Division 3 – File: PL20230135 / PL20230136 (06705041), Bylaw C-8606-2025 and  Bylaw C-8605-2025, Local Plan and Redesignation Item: To assess the proposed Glenview Road Conceptual Scheme, to guide future subdivision and development, including an assisted living facility, on portions of S1/2-05-26-03-W05M & NE-32-25-03-W05M, and redesignation of the subject lands from Residential, Rural District to a Direct Control District to facilitate development of an assisted living facility. PL20230135: To redesignate the subject parcel from Residential, Rural District to Direct Control District to accommodate an assisted living facility. PL20230136: To approve the Glenview Road Conceptual Scheme, which provides a non-statutory policy framework to guide and evaluate an assisted living facility and future hamlet residential development in the area. Considered under the Calgary Metropolitan Region Growth Plan, the Rocky View County/Town of Cochrane Intermunicipal Development Plan, and the Glenbow Ranch Area Structure Plan. Refused.

Division 6 – File: PL20240138 (03330054/55), Subdivision Item: To assess a proposed subdivision of the subject lands to adjust the boundaries between a ± 1.21 hectare (3.00 acre) parcel and a ± 1.21 hectare (3.00 acre) parcel in order to create a ± 1.62 hectare (4.00 acre) parcel and a ± 0.81 hectare (2.00 acre) parcel. Considered under the Calgary Metropolitan Region Board Growth Plan, Rocky View County/City of Calgary Intermunicipal Development Plan, Janet Area Structure Plan, and the Boychuk Industrial Conceptual Scheme. Approved with conditions.

Closed Session

Council moved into a closed session to consider the confidential item “Prairie Gateway Deal Agreement Approval” under Sections 21, 24, and 27 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session and received a presentation regarding the Prairie Economic Gateway Initiative. Council then:

  • Approved the Prairie Economic Gateway Heads of Agreement, as per Attachment A in Confidential Report RVC2025-04.
  • Authorized the Chief Administrative Officer to negotiate and to execute the Deal Agreement between Rocky View County and The City of Calgary for the Prairie Economic Gateway by end of Q1 2025, such Agreement to be consistent with the terms outlined in Attachment A of Confidential Report RVC2025-04, and to be in content satisfactory to the Chief Administrative Officer.
  • Directed Administration to bring a Terms of Reference for the Prairie Gateway Oversight Committee for Council approval by no later than Q2 2025.
  • Directed Administration to prioritize securing private sector, provincial, and federal financial and/or regulatory commitments by Q4 2025.

Council approved a resolution to demonstrate leadership on a regional approach involving neighbouring municipalities to ensure that growth in the Calgary region is respectful of collective regional success, including but not limited to:

  1. Regional servicing and amenities, including source water protection and distribution, transit, recreation, commercial and other;
  2. Competitive economic development, well-paying jobs, and career opportunities; and
  3. Planning and development for residential, industrial, commercial and mixed uses.

Following Calgary Metropolitan Region Board approval on November 22, 2024, Council voted to approve Bylaw C-8563-2024 to enact the Prairie Gateway Area Structure Plan (ASP) to facilitate a large-scale rail-served industrial centre collaboration between the City of Calgary, the County, and developers, that will benefit the region.

Council voted to approve Bylaw C-8562-2024 to amend the Rocky View County/City of Calgary Intermunicipal Development Plan (IDP) to support the Prairie Gateway ASP and create collaborative planning policies, add the Prairie Gateway ASP as a ‘Key Focus Area’ in the IDP, and support future joint planning initiatives as may be directed by both City of Calgary and County Councils.

Council moved into a closed session to consider the confidential item “Strategic Initiative Update” under Section 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, with no follow-up action.
