Council Decisions: January 7, 2025

Here is a summary of the decisions of Rocky View County Council at the January 7, 2025 Council Meeting. This is a general overview of decisions only. General Business

Council approved a motion that identified a preferred option for the construction of a berm with continued discharge to Horse Creek, as part of the Cochrane Lake Improvement Plan Review to improve the quality of Cochrane Lake, and to offer a stormwater solution for future and existing development. Council then directed Administration to proceed with negotiations with Contributing Land Owners to formalize a cost-sharing agreement, inclusive of grant opportunity, to be brought back to Council for consideration at the end of Q2 2025.

Council received, for information, a report from Administration and Deloitte LLP outlining the compiled income statement and partial balance sheet of Rocky View County’s water and wastewater utilities.

Planning and Development

Council voted to approve amended Bylaw C-8547-2024 intended to amend Regional Stormwater Off-Site Levy Bylaw C-8008-2020, including updates to schedules based on levies collected since the last bylaw, infrastructure expansion costs and accommodation for inflation, and new schedules to capture the internal infrastructure to support the Janet, Langdon, and Conrich areas. Bylaw C-8547-2024 will be effective April 30, 2025.

Council voted to approve amended Bylaw C-8548-2024 intended to amend Regional Water and Wastewater Off-Site Levy Bylaw C-8009-2020, including an adjustment of the capacity committed to date and a recalculation of the rates for the water and wastewater system. Bylaw C-8548-2024 will be effective April 30, 2025.

Council voted to approve amended Bylaw C-8549-2024 intended to amend Regional Transportation Off-Site Levy Bylaw C-8007-2020, including Administration amendments and schedule updates to include a bridge location map for clarity, correction on some of the boundary roads that resulted in an overall reduction in the kilometres of road, and subsequent adjustment of the base levy rates. Council approved an additional amendment, to change the effective date of Bylaw C-8549-2024 from April 30, 2025 to January 31, 2026.

Council voted to refer Community Recreation Off-Site Bylaw C-8550-2024 back to Administration to compile amendments received from Council and return to Council for consideration no later than the end of Q1 without any further public engagement or public hearings.

Following the Calgary Metropolitan Region Board approval of the Janet Area Structure Plan amendments, Council voted to approve Bylaw C-8020-2020 intended to amend the Janet Area Structure Plan Long Term Development Area to address feedback from adjacent landowners, Administration, and the City of Calgary.

Division 1 – File: PL20240039 (03908001), Subdivision Item: To assess a proposed subdivision of the subject lands to create a ± 1.86 hectare (± 4.60 acre) parcel, a ± 1.87 hectare (± 4.62 acre) parcel, a ± 1.95 hectare (± 4.81 acre) parcel with a ± 2.20 hectare (± 5.44 acre) remainder. Considered under the Greater Bragg Creek Area Structure Plan. Approved as amended.

Closed Session

Council moved into a closed session to consider the confidential item “Prairie Gateway Deal Agreement Update” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, with no follow up action.
