Here is a summary of the decisions of Rocky View County Council at the December 10, 2024 Council Meeting. This is a general overview of decisions only. General Business
Council received, for information, the Area Structure Plan Servicing Requirement Review report from Planning outlining a review of potable water and wastewater servicing policies within the County’s 20 existing Area Structure Plans and identified gaps in policy regarding new development connection to municipal servicing.
Council voted to approve amendments to the 2025 Council and Committee Calendar to schedule regular Council meetings on September 2 and September 16, 2025, and a Governance Committee meeting on September 9, 2025, to align with the recent updates to the Procedure Bylaw regarding the municipal election blackout period.
Planning and Development
Division 4 – File: PL20240099 (07628005), Bylaw C-8595-2024, Redesignation Item: To assess redesignation of the subject lands from Agricultural General District to Agriculture, Small Parcel District (p.8.1) to facilitate future subdivision of one new parcel and a remainder, both ± 8.09 hectares (± 20.00 acres) in size. Considered under the County Plan. Approved.
Division 3 – File: PL20240049 (07935003/07936004), Bylaw C-8591-2024, Road Closure Item: To assess the proposed closure of the portion of undeveloped road allowance along Range Road 51, totaling ± 1.62 hectares (± 4.00 acres), for the purpose of consolidation with the subject lands. Considered under the County Plan. First Reading was approved. Council then directed Administration to forward Bylaw C-8591-2024 to the Minister of Transportation and Economic Corridors for approval and that a Plan of Survey and an Appraisal of the road closure area be provided by the Applicant to the County prior to consideration of Second and Third Reading.
Council voted to rescind the October 16, 2024 resolution that Council refer the Conrich Area Structure Plan Future Policy Amendments back to Administration to work in concert with the full Conrich Area Structure Plan review. Council also directed Administration to bring the Conrich Area Structure Plan Future Policy Amendments back to Council when Administration brings forward the full Conrich Area Structure Plan to Council for its consideration. Council then approved to direct Administration to amend the draft Conrich Area Structure Plan Future Policy Area amendments to incorporate feedback that was heard at the October 16, 2024 Public Hearing, especially with respect to the phasing strategy, long-term development area, and distribution of residential densities throughout the Future Policy Area, to be presented to Council by no later than end of Q2, 2025.
Division 1 – File: PL20220027/28 (04715001), Bylaw C-8558-2024 and Bylaw C-8559-2024, Local Plan Amendment and Redesignation Item: To assess amendments to the Springbank Creek Conceptual Scheme and a redesignation application to facilitate retention of an existing horticultural use and the creation of six country residential lots. PL20220028: To amend the Springbank Creek Conceptual Scheme to allow for future subdivision and development of subject lands. PL20220027: To redesignate a ± 1.95 hectare (± 4.82 acre) portion of the subject Agriculture, Small Parcel District (p8.1) parcel to Business, Agricultural District, a ± 5.48 hectare (± 13.54 acre) portion to Residential, Country Residential District, and a ± 0.43 hectare (± 1.06 acre) portion to Special, Public Service District to facilitate future subdivision. Considered under the Springbank Creek Conceptual Scheme. Approved as amended.
Division 5 – File: PL20240108 (05335005), Subdivision Item: To assess a proposed subdivision to create a ± 4.05 hectare (± 10.00 acre) parcel (Lot 1) with a ± 4.02 hectare (± 9.94 acre) remainder (Lot 2) from the subject lands. Considered under the County Plan. Council voted to refer the application back to Administration to reevaluate the submitted stormwater management plan and conditions of approval with a report back to the Subdivision Authority by Q2 2025.
Division 5 – File: PL20240152 (06516016), Subdivision Item: To assess a proposed subdivision of the subject lands to create a ±0.81 hectare (±2.00 acre) parcel with a ±0.81 hectare (±2.00 acre) remainder. Considered under the Calgary Metropolitan Region Board Growth Plan, the City of Calgary/Rocky View County Intermunicipal Development Plan, and the Calterra Estates Conceptual Scheme. Approved as amended.
Closed Session
Council moved into a closed session to consider the confidential item “Prairie Gateway Deal Agreement Update” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, with no follow-up action.
Council moved into a closed session to consider the confidential item “Calgary Metropolitan Region Board Update” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and approved a motion stating that Rocky View County intends to withdraw from the Calgary Metropolitan Region Board, citing a need for greater planning autonomy and alignment with local priorities.
