General Business
Council voted to support the Town of Crossfield and Rocky View County's joint application under the Alberta Community Partnership grant program for the development of a Supervisory Control and Data Acquisition Master Plan in support of the control, monitoring, and analysis of Rocky View County’s water and wastewater system devices and processes. Council also designated Rocky View County as the managing partner for the application.
Council voted to approve a motion first read into the record on November 12, 2024, asking Council to direct Administration to prepare a Terms of Reference and budget request for a review of the OMNI Area Structure Plan. This item will be debated at the November 26, 2024 Council Meeting.
Planning and Development
Division 1 – File: PL20230157 (04618033), Bylaw C-8581-2024, Redesignation Item: To assess the redesignation of the subject lands from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of one ±0.965 hectare (±2.38 acre) lot. Considered under the Central Springbank Area Structure Plan, and the Robinson Road Conceptual Scheme. Approved.
Division 5 – File: PL20240002 (07533003), Bylaw C-8578-2024, Redesignation Item: To assess the redesignation of a portion of NW-33-27-01-W05M from Agricultural, General District to Agriculture, Small Parcel District (p.8.1) to facilitate future subdivision of one ±8.10 hectare (±20.01 acre) lot. Considered under the County Plan. Approved.
Council approved the Beacon AI Hub Area Structure Plan Terms of Reference, with amendments, and associated budget adjustment intended to outline a plan for the developer-led and developer-funded land use and servicing of the site as an artificial intelligence (AI) hub and solar farm.
Division 7 – File: PL20240091 (03215004), Bylaw C-8579-2024, Redesignation Item: To assess the redesignation of ± 8.60 hectares (± 21.25 acres) of the subject land, from Agricultural, General District to Residential, Mid-Density Urban District; Special, Parks and Recreation District; and, Special, Public Service District, in order to facilitate the creation of 99 residential lots for Bridges of Langdon Phase 4. Considered under the Langdon Area Structure Plan, and the Bridges of Langdon Conceptual Scheme. Approved.
Division 5 – File: PL20230042 (04710001), Subdivision Item: To assess a proposed subdivision of a single parcel from the subject lands. The application proposes the first parcel out of the subject quarter section, creating a ±20.23 hectare (±50.00 acre) parcel with a ±37.75 hectare (±93.27 acre) remainder. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan. This application was referred back to Administration to work with the applicants and the owners on revisions:
- To ensure the agricultural access for proposed Lots 1 and 2 is provided directly off the existing Highway 8 access;
- To condition road use on the existing Elbow River Drive and its proposed new extension and residential use through the new extension is available.
Closed Session
Council moved into a closed session to consider the confidential item “Joint Planning Area 1 and 2 Context Studies Negotiating Mandate” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and approved that County representatives on the Trilateral Joint Planning Area 1 Committee be directed to pursue good faith negotiations with the City of Airdrie and The City of Calgary for the contents of the Joint Planning Area 1 Context Study as per the mandate approved by Council in Closed Sesson Report RVC2024-42. Council also directed County representatives on the committee to pursue good faith negotiations with the City of Chestermere and The City of Calgary for the contents of the Joint Planning Area 2 Context Study as per the mandate approved by Council in Closed Session Report RVC2024-42.
