Here is a summary of the decisions of Rocky View County Council at the September 24, 2024 Council Meeting. This is a general overview of decisions only. General Business
Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06411053 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
Council voted to approve the renewal of the Intermunicipal Collaboration Frameworks between Rocky View County and Kananaskis Improvement District, Town of Irricana and Mountain View County, for four-year terms ending in 2028.
Council approved the addition of the Bearspaw Chamber of Commerce to be eligible for funding under Rocky View County’s Economic Development Initiatives Grant Program Policy C-350. Council then approved 2024 funding under this Policy of $25,000 each for:
- Bragg Creek Chamber of Commerce
- Langdon Chamber of Commerce
- Bearspaw Chamber of Commerce.
Council voted to direct Administration to bring forward the community recreation plans initiative to replace the Recreation Parks and Master Plan for consideration during the 2025 budget deliberations in Q4 2024.
Council voted to award RFP 24-011 Preparation and Evaluation of Financial Statements for the County’s Water, Wastewater and Storm Drainage Utilities to Deloitte LLP. Council also approved the associated budget adjustment of $71,300 from the Tax Stabilization Reserve to increase the amount budgeted for Council Initiatives in the 2024 operating budget in order to fund the project.
Council approved a motion first read into the record on September 24, 2024, directing Administration to draft a terms of reference for a developer-led and wholly developer-funded Beacon AI Hub and Solar Farm Area Structure Plan (ASP) for Council’s consideration in Q1 2025. The Terms of Reference shall:
- Require the ASP to demonstrate alignment with all relevant regional and County plans, policies, and regulations.
- Ensure strong engagement with provincial agencies, Calgary Metropolitan Region Board (CMRB) member municipalities, and affected landowners.
- Be supported by all necessary technical studies to provide assessment of matters, including, but not limited to:
- Servicing
- Transportation
- Environmental impacts
- Stormwater management, and
- Fiscal impacts
This item will be considered at the October 8, 2024 Council meeting.
Planning and Development
Division 3 – File: PL20230131 (10013151), Bylaw C-8577-2024, Direct Control Amendment Item: To assess the proposed site-specific amendment to Direct Control Bylaw C-6586-2007 (DC-123) to accommodate the existing detached garage to have a minimum side yard setback of 0.51 metres (1.67 feet), instead of the current required 2.4 metres (7.87 feet). Considered under the Municipal District of Bighorn/Rocky View County Intermunicipal Development Plan, and the Cottage Club Ghost Lake Conceptual Scheme. Approved.
Division 1 – File: PL20240015 (03912095), Bylaw C-8566-2024, Road Closure Item: To assess the proposed closure of a ± 24.10 m (± 79.07 ft) portion of laneway totaling ±0.015 hectares (±0.037 acres) created as part of subdivision plan 8556 CI in NW-12-23-05-W05M in the Hamlet of Bragg Creek in order to facilitate future consolidation with Lot 8, East Part within NW-12-23-5-W5M. Council voted to direct the Applicant to work with adjoining landowners and, subject to their support and participation in the application, amend the application to close and consolidate the entire laneway, with Rocky View County taking the lead on the process.
Division 5 – Council voted to approve development permit application PRDP20241257, with amended conditions, for the construction of an addition at an existing Care Facility (Group). Considered under the Serenity Estates Conceptual Scheme.
Council voted to table consideration of the 2025 area structure plan priority list until Council has first considered amendments to Area Structure Plan Priority Policy C-322, to be presented in Q4 2024.
Division 1 – Council voted to approve subdivision application PL20230132, with amended conditions, to assess a proposed subdivision of Block 1 and 2 Plan 8111225 within SE-21-24-03-W05M to create twelve (12) residential lots ranging between ±0.80 hectares (±1.98 acres) and ±1.2 hectares (±2.97 acres) in size, two (2) Environmental Reserve lots, and one (1) Public Utility lot from SE-21-24-03-W05M.
Closed Session
Council moved into a closed session to consider the confidential item “Janet Area Structure Plan Servicing” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and directed Administration to resubmit the Regional Evaluation Framework Janet Area Structure Plan submission with no further changes using the exceptions policy for limited servicing.
Council moved into a closed session to consider the confidential item “Advocacy Update” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted for Reeve Kissel to proceed with the advocacy approach outlined in confidential report RVC2024-31 Advocacy Update.
Council moved into a closed session to consider the confidential item “Request Letter – City of Chestermere” under Sections 21, 24, and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and directed Administration to proceed with Mandate #1 as discussed in confidential report RVC2024-27.
