General Business
On behalf of the Public Presentation Committee, Council voted to receive, for information, a presentation by Bragg Creek Wild from July 17, 2024, providing an update on work to address wildlife-human conflicts in the Bragg Creek area, and directed Administration to explore the potential for a garbage bylaw.
Council voted to approve the County’s application for a Forest Resource Improvement Association of Alberta (FRIAA) grant in support of 2025 Vegetation and Non-Vegetation Management Projects to further enhance wildfire resiliency and emergency management in west Rocky View regions.
Council voted to approve a budget adjustment of $23,100 from the Water Offsite Levy Reserve to support the Graham Raw Water Reservoir, and a budget adjustment of $53,900 in funding from the Drought and Flood Protection Program to support the Graham Raw Water Reservoir, to assist in ensuring that County water supply can meet increasing demand while safeguarding against potential shortages.
Council voted to approve a budget adjustment of $4,941,300 in funding contributions from the provincial Drought and Flood Protection Program to support the Langdon Drainage-Glenmore Trail Diversion Project to relieve the Hamlet of Langdon and the larger catchment area of flooding during significant storm events and snow melt.
Council voted to receive the Requirements to Establish a Chamber of Commerce in the Balzac Area report for information and directed Administration to engage with businesses interested in forming a chamber of commerce in Balzac and offer support in the following areas:
- Offer meeting space in County Hall for the parties interested in forming a chamber’s initial meeting(s);
- Facilitate connections between the newly formed chamber and relevant agencies;
- Provide guidance on County policies and procedures; and
- Raise awareness of the chamber formation.
Council then approved a Motion Arising directing Administration to engage with the Calgary Chamber of Commerce to gain support for a boundary adjustment of the existing Airdrie Regional Chamber of Commerce map to reflect the two municipalities’ interests.
Council voted to approve the submission of an emergent resolution regarding the concurrent 2025 municipal and federal election dates to the Central Rural Municipalities of Alberta (CMRA) District 2 Resolution Committee to address the simultaneous scheduling of the 2025 municipal and federal elections and potential operational challenges for municipalities in Alberta.
Planning and Development
Division 5 – Council approved First Reading of Bylaw C-8564-2024 intended to close a ±0.025 hectare (±0.062 acre) portion of Plan 2166W to facilitate future consolidation with Lots 1-4, Block 4, Plan 2166W within SE-14-25-27-W04M. Council also directed Administration to forward Bylaw C-8564-2024 and an executed Overland Drainage Right of Way Easement to the Minister of Transportation and Economic Corridors for approval.
Division 6 – File: PL20220081 (05307009), Bylaw C-8572-2024, Redesignation Item: To assess redesignation of Lot 3, Block 1, Plan 0212613 within NE-07-25-28-W04M from Residential, Country Residential District to Business, Live-Work District to allow for the operation of a landscaping/paving business on the parcel. Considered under the Calgary Metropolitan Region Growth Plan. Refused.
Division 3 – File: PL20210120 and PL20210121 (05618459), Bylaw C-8524-2024 and Bylaw C-8525-2024, Local Plan Amendment and Redesignation Item: To assess the proposed Watermark at Bearspaw Conceptual Scheme amendment and the redesignation of Lot 4, Block 1, Plan 1712232 within SE-18-25-02-W05M. PL20210120: To amend the Watermark at Bearspaw Conceptual Scheme by inserting Appendix 9 to provide a policy framework to guide future subdivision and development of Lot 4, Block 1, Plan 1712232 within SE-18-25-02-W05M. PL20210121: To redesignate Lot 4, Block 1, Plan 1712232 within SE-18-25-02-W05M from Residential, Rural District (p4.0) to Direct Control District to facilitate future subdivision. Considered under the Bearspaw Area Structure Plan, the Watermark at Bearspaw Conceptual Scheme, and the Calgary Metropolitan Region Growth Plan. Approved as amended.
Council voted to approve development permit application PRDP20243060, with conditions, for construction of an office and welding building, tenancy for a welding business, outside storage of equipment, machinery and products, and over-height fencing within the Heatherglen Industrial Business Park, Lot 9.
Council voted to approve Bylaw C-8576-2024 - a revision to Bylaw C-8097-2020 to update the legal description within Section 3 (Effect) of the Bylaw to an acceptable format for registration with the Alberta Land Titles Office to adequately describe the portion of road allowance to be closed.
Division 6 – File: PL20230105 (05305001), Subdivision Item: To assess a proposed subdivision from SE-05-25-28-W04M to create eighty (80) ± 0.07 hectare (± 0.18 acre) to ± 0.20 hectare (± 0.50 acre) Residential, Small Parcel District parcels; two (2) ± 0.09 hectare (± 0.21 acre) to ± 0.38 hectare (± 0.95 acre) Commercial, Local Urban District parcels; three (3) PUL parcels, ± 0.06 hectare (± 0.14 acre) and ± 7.10 hectare (± 16.81 acre); two (2) MR parcels; two (2) DC 174 parcels, ± 1.05 hectare (± 2.60 acre) and ± 3.92 hectare (± 9.70 acre); and, two (2) remainder parcels; ± 15.33 hectare (± 37.89 acre) ± 21.45 hectare and (± 53.00 acre). Considered under the Regional Growth Plan, the Rocky View County/City of Calgary Intermunicipal Development Plan, the Conrich Area Structure Plan, and the Conrich Crossing Conceptual Scheme. Approved with amendments.
Division 3 – File: PL20230112 (06920009), Subdivision Item: To assess a proposed subdivision of Lot 1, Plan 9110454 within NW-20-26-05-W05M to create a ± 1.60 hectare (3.95 acre) parcel with a ± 1.98 hectare (4.88 acre) remainder. Considered under the County Plan. Approved with conditions.
Closed Session
Council moved into a closed session to consider the confidential item “Canada Public Transit Fund Update” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted to approve the County’s participation in the Calgary Metropolitan Region Board’s proposed Expression of Interest for the Metro-Region Agreement stream of the Canada Public Transit Fund.
Council moved into a closed session to consider the confidential item “Old Banff Coach Road Land Disposal” under Sections 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and declined the offer in the letter dated August 8, 2024, and will advise Alberta Infrastructure in writing by September 30, 2024.
Council moved into a closed session to consider the confidential item “CAO Recruitment Process” under Sections 17 and 19 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and, in accordance with section 206 of the Municipal Government Act, approved the appointment of Reegan McCullough as the Chief Administrative Officer of Rocky View County effective October 1, 2024.
