Here is a summary of the decisions of Rocky View County Council at the June 25, 2024 Council Meeting. This is a general overview of decisions only. General Business
Council voted to direct Administration to prepare a report to be presented to Council no later than the end of Q1 2025 with additional information on Solid Waste and Recycling funding options as it relates to provincial Extended Producer Responsibility regulation when cost sharing benefits are better known.
Following a presentation on the Utility Financial Model and Rate Strategy, Council voted to direct Administration to:
- Pause any further work on the establishment of Rocky View County’s utility rates for water, wastewater, and stormwater until an independent financial analysis can be completed as recommended by Jonathan Huggett;
- Retain the services of Jonathon Huggett Company Corp to complete a Request for Proposal for the hiring of an accounting consultant to prepare financial statements of the County’s water, wastewater, and stormwater utility systems;
- Report back to Council in Q3 2024 with a recommendation for the selection of an accounting consultant.
Council received the Corporate Services report on employee benefits for information, and voted to direct Administration to continue work on the strategic objectives of the People Strategy and bring a report back to Council with outcomes of delivered initiatives and a strategic priority status update in Q4 of 2024.
Council voted to refer the Council Compensation and Expense Reimbursement Policy C-195 to Administration for further review and amendments, including a workshop with Council, prior to further consideration by Council in Q3 2024.
Planning and Development
Division 5 – File: PL20230102 (06422007), Bylaw C-8546-2024, Redesignation Item: To assess redesignation of Block 1, Plan 731459 within NW-22-26-29-W04M from Residential, Rural District to Residential, Country Residential District to facilitate future subdivision of two ±0.81 hectare (± 2.00 acre) lots with a ± 0.81 hectare (± 2.00 acre) remainder. Considered under the Balzac East Area Structure Plan, and the Butte Hills Conceptual Scheme. Approved.
Division 5 – File: PL20240013 (06515003), Bylaw C-8532-2024, Redesignation Item: To assess the redesignation of the remainder of NW-15-26-1-W05M from Agricultural, General District to the Agricultural, Small Parcel District in order to facilitate the creation of a ± 22.26 hectare (± 55.00 acre) parcel with a ± 21.57 hectare (± 53.31 acre) remainder. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan, and the Balzac West Area Structure Plan. Approved.
Council voted to approve Bylaw C-8534-2024 intended to amend the Land Use Bylaw as it relates to the associated rules, regulations, and definitions for shipping containers. New regulations will include:
- Allowing a maximum number of shipping containers to be placed on an Agricultural parcel through a use agreement, subject to criteria;
- If the maximum number is exceeded on Agricultural parcels, allowing a greater number to be placed through a development permit, subject to criteria;
- Requiring a development permit for any shipping container placed on a commercial, business, or industrial parcel when not ancillary to a primary use;
- For residential parcels, only allowing a maximum of one shipping container on parcels over 1.6 hectares (3.95 acres) through a development permit subject to criteria;
- Requiring the shipping container to complement existing buildings in exterior colour and the condition and appearance to be cohesive to the surrounding area;
- Requiring all shipping containers to have a minimum setback distance of 50.0m from adjacent residential or agricultural parcels where a dwelling unit exits;
- Requiring all shipping containers when placed within 75.0m from adjacent dwelling unit to be treated with additional design measures and/or landscaping
- Allowing a maximum of one shipping container to be placed temporarily without the requirement of a use agreement or development during construction or moving projects, subject to criteria.

Division 4 – File: PL20210010 (08909002; 08910010/21), Bylaw C-8139-2021, Road Closure Item: To assess closing a ± 1.58 hectare (± 3.91 acre) portion of undeveloped road allowance between SE-9-28-5-W5M and SW-10-28-5-W5M, for the purpose of consolidation equally between the eastern and western parcels. Considered under the County Plan. Approved as amended. Council also approved that the ± 1.58 hectare (± 3.91 acre) portion of land be transferred to Teodoro Ammirati and Daniel Jalbert & Nicola Veasey-Jalbert, subject to a sales agreement being signed at the appraised value of $3,200.00 per acre, for each of the adjacent landowners to purchase equivalent portions of the ± 1.58 hectare (± 3.91 acre) portion of road allowance, and terms of the sales agreement being completed within one year.
Division 2 – Council voted to approve Bylaw C- 8553-2024 intended to revise Bylaw C-8418-2023 to update the legal description within Section 3 (Effect) of the Bylaw to match acceptable format for registration with Alberta Land Titles Office.
Division 3 – File: PL20230092 (06715009), Subdivision Item: To assess a proposed subdivision of Block 1, Plan 7410067 within SW-15-26-03-W05M to create one ± 1.65 hectare (± 4.08 acre) parcel and two ± 1.62 hectare (± 4.00 acre) parcels with a ± 2.67 hectare (± 6.59 acre) remainder. Considered under the Bearspaw Area Structure Plan. Approved.
Division 6 – File: PL20230144 (02233016), Subdivision Item: To assess a proposed subdivision of Parcel B, Plan 8211646 within NE-33-22-27-W04M to create a ± 3.05 hectare (± 7.54 acre) parcel with a ± 3.24 hectare (± 8.00 acre) remainder. Considered under the County Plan. Refused.
Closed Session
Council moved into a closed session to consider the confidential item “Prairie Gateway Memorandum of Understanding” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and voted to approve the Memorandum of Understanding with The City of Calgary for the Prairie Economic Gateway, and authorized Reeve Kissel to sign it on behalf of Rocky View County.
Council also approved a motion that Confidential Prairie Gateway Memorandum of Understanding Report RVC2024-23 be kept confidential pursuant to sections 21 (disclosure harmful to intergovernmental relations), 24 (advice from officials), and 25 (disclosure harmful to economic and other interests of a public body) of the Freedom of Information and Protection of Privacy Act, except as deemed appropriate by the Director of Intergovernmental Services and Regional Planning; and directed Administration to conduct advocacy to relevant provincial and federal government representatives to secure funding and regulatory approvals to activate the Prairie Economic Gateway, and be allowed to share confidential attachments with those representatives as deemed necessary.
