Here is a summary of the decisions of Rocky View County Council at the June 11, 2024 Council Meeting. This is a general overview of decisions only. General Business
- Council approved the appointment of Bryan Neubeker and Dick Koetsier to the Bragg Creek FireSmart Committee for a three-year term to expire at the 2027 Organizational Meeting.
- Council voted to revise the sale agreement price for a ±1.85 hectare (± 4.57 acre) portion of undeveloped road plan to John Charles Fenton and Hendrina Joanne Fenton from $27,000 to $12,650 based on an updated appraisal sought by the applicants.
- Council voted to direct Administration to continue collaboration with the City of Calgary, Town of Cochrane, and Harmony Advanced Water Systems Corporation as a jurisdictional partner to facilitate the Cochrane and Springbank Sub-regional Wastewater Servicing Concept.
- Council voted to designate the area within NW 5-25-3-W5M; all of Section 7-25-3-W5M; the SW, NW & NE 8-25-3-W5M; the NW 9-25-3-W5M and a portion of SW 9-25-3-W5M; a portion of SW 17-25-3-W5M; and portions of NW, SW & SE 18-25-3-W5M, consisting of approximately ± 1,748.5 acres, as the official Rocky View County Hamlet of Harmony.
Planning and Development
- Council voted to direct Administration to proceed with registering removal of the Municipal Reserve designation on Lot 6 MR, Block 2, Plan 0413544 within SW-34-24-03-W05M through necessary submissions to the Alberta Land Titles Office, and for Administration to register an instrument on title of Lot 6 MR, Block 2, Plan 0413544 within SW-34-24-03-W05M ensuring that the proceeds of any sale or lease of property be directed to the County’s public reserve.
- Council voted to direct Administration to proceed with registering removal of the Municipal Reserve designation on Lot 17, Block 1, Plan 2392 EI within SW-31-28-02-W05M through necessary submissions to the Alberta Land Titles Office, and for Administration to register an instrument on title of Lot 17, Block 1, Plan 2392 EI within SW-31-28-02-W05M ensuring that the proceeds of any sale or lease of property be directed to the County’s public reserve, for the purposes of the uses stated in s671(2) of the Municipal Government Act.
- Division 6 – Council voted to approve Bylaw C-8493-2024 intended to amend Direct Control Bylaw C-6402-2006 (DC-120) to prohibit the construction of future secondary approaches, prohibit the use of secondary approaches for the storage and parking of commercial vehicles, and prohibit the overnight parking of commercial vehicles on roads within DC-120.
- Division 3 – File: PL20230121 (07829004), Bylaw C-8537-2024, Redesignation Item: To assess the redesignation of Lot 1, Block 1, Plan 0310188 within SE-29-27-04-W05M from Agriculture, Small Parcel District (p8.1) to Residential, Rural District (p4.0) to facilitate future subdivision of two new ± 4.05 hectare (± 10.00 acre) lots with a ± 4.00 hectare (± 9.98 acre) remainder. Considered under the County Plan. Refused.
- Council voted to approve Bylaw C-8533-2024 intended to amend the Land Use Bylaw as it relates to the definition for the kennel use, together with the addition of a new section and regulations that will apply to the kennel use including requirements for:
- Minimum setback distance for business areas from dwellings located on adjacent parcels.
- Limiting hours of operation for business related outdoor areas.
- Screening and fencing for business related outdoor areas.
- A waste management and noise management plan.
- A parking plan where applicable.
- Additionally, this amendment would exempt development permit requirements for both new and existing minor accessory buildings not exceeding 3.05 m 10 ft.) in height and 10.00 sq. m (107.64 sq. ft.), which is subordinate or incidental to agricultural and residential uses in an Agricultural or Residential District.
- Division 2 – File: PL20240020 (05707001/2/4), Subdivision Item: To assess a proposed subdivision to create 175 low-density residential lots ranging from ± 0.02 hectares (± 0.06 acres) to ± 0.05 hectares (± 0.12 acres), one (1) medium-density residential lot ± 1.47 hectares (± 3.64 acres), and two (2) Green Space parcels ranging from ± 0.47 hectares (± 1.168 acres) to ± 1.23 hectares (± 3.04 acres), from a portion of NW, SE, and SW-07-24-03-W05M. Considered under the Calgary Metropolitan Region Board Regional Growth Plan, and the Harmony Conceptual Scheme. Approved.
Closed Session
- Council moved into a closed session to consider the confidential item “Interim Chief Administrative Officer Appointment” under Sections 17, 19, and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and approved the appointment of Byron Reimann as interim CAO, effective immediately, until a new permanent CAO assumes the position.
