General Business
- Council received, for information, a report from Planning outlining a draft response letter from the County to the Province identifying several areas of concern and internal and external feedback on the Springbank Off-stream Reservoir (SR1) Land Use Plan. Administration will proceed with submitting the County's letter to the Province.
- Council voted to direct Administration to provide the Village of Beiseker with a 30-day written notice of termination of the Beiseker Airport Tax Sharing Agreement stemming from the sale of the airport by the Village to a third-party in the fall of 2023.
- Council voted to direct Administration to provide written consent for the City of Calgary to purchase the 130 acres of land located at 231065 Range Road 284 (4:28:23:8:SE), for the purposes of future cemetery expansion of the Prairie Sky Cemetery in southeast Calgary.
- Council voted to direct Administration to prepare amendments to the Appeal and Review Panel Bylaw C-7717-2017 to change the member composition of the Subdivision and Development Appeal Board to be comprised of nine Members at Large only. The amendments are to be presented at the April 9, 2024 Council Meeting.
- Council approved the 2024 Master Rates Bylaw C-8515-2024, with amendments, outlining the fees charged for various County services, and as referenced in the 2024 Operating and Capital Base Budget, approved at the November 15, 2023 Special Council meeting. Included in the approved amendments is maintaining the current 2023 water and wastewater utility rates. The 2024 Master Rates Bylaw C-8515-2024 will come into effect on May 1, 2024.
- Council approved a motion first read into the record on March 26, 2024 directing Administration to research the necessary steps, potential boundary adjustments, and associated costs to create a new Chamber of Commerce in the Balzac area and report back to Council with findings and recommendations in Q3 2024. This item will be debated at the April 9, 2024 Council meeting.
- Council approved a motion first read into the record on March 26, 2024 resolving that Council extend the mandatory connection deadline relating to Water and Wastewater Utilities Bylaw C-7662-2017 to December 31, 2030 for unconnected Bragg Creek lot owners and directing Administration to continue to work with the owners to encourage compliance with the bylaw as soon as possible. The motion also proposes that the lot owned by 1428011 Alberta Ltd. is excluded from the conditions of the bylaw upon circumstances of demonstration of compliance with conditions of Development Permit 2009-DP-13575 which required enhanced water and sewage infrastructure installation at time of development. This item will be debated at the April 9, 2024 Council meeting.
- Council gave approval to Administration to provide a letter of support for the Rocky View Foundation, to be included with their grant funding application to the Canada Mortgage and Housing Corporation under their ‘Seed Funding’ program. The funding is intended to be used to support pre-development work for a proposed seniors housing project located in Bragg Creek.
Planning and Development
- Division 5 – File: PL20230007/8 (08105004), Bylaw C-8505-2024, Local Plan and Redesignation Item: To assess Bylaw C-8505-2024 to redesignate a ± 10.52 hectare (± 26.00 acre) portion of SE-05-28-26-W04M from Agricultural, General District to Direct Control District to facilitate aggregate extraction. The application also includes a Master Site Development Plan. Considered under the County Plan. Approved.
- Division 5 – File: PL20230126 (08313003), Bylaw C-8487-2024, Direct Control Amendment Item: To assess the proposed amendment to the Bylaw C-3563-90 within NW-13-28-28-W04M to increase the maximum floor area of the accessory building use from 150 square metres (1,615 square feet) to 362 square metres (3,900 square feet) to support the expansion of an existing water storage and electrical system building. Considered under the County Plan. Approved.
- Division 3 – File: PL20230124 (06834001), Bylaw C-8499-2024, Redesignation Item: To assess redesignation of a ± 4.05 hectare (± 10.00 acre) portion of NE-34-26-04-W05M from Agricultural, General District to Residential, Rural District (p4.0) to facilitate future subdivision of one ± 4.05 hectare (± 10.00 acre) lot. Considered under the Cochrane North Area Structure Plan. Approved.
- Division 6 – File: PL20220135 (03216001), Bylaw C-8462-2023, Redesignation Item: To assess a ± 0.37 hectare (± 0.91 acre) portion of the SE-16-23-27-W04M from Agricultural General District to Direct Control District based on the Industrial, Light District, to facilitate the retention of an existing Data Processing Centre. The use is currently within the northwest corner of the subject quarter section, utilizing the existing access along a lease road operated by Ember Resources. Considered under the Calgary Metropolitan Region Growth Plan. Approved.
- Division 5 – File: PL20230129 (07305002), Subdivision Item: To assess a proposed subdivision of Lot 4, Block 1, Plan:1211490 within SW-05-27-28-W04M to create a ± 1.62 hectare (4.00 acre) parcel with a ± 59.42 hectare (± 146.83 acre) remainder. Considered under the City of Airdrie/Rocky View County Intermunicipal Development Plan. Approved with conditions.
Closed Session
- Council moved into a closed session to consider the confidential item “Update on Operations Centre and Gravel Pit” under Sections 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and directed Administration to:
- Complete the required due diligence and proceed with the direct sale of 2500 King Heights Gate S.E., Airdrie, Alberta to the letter of intent of highest value.
- Decline the offer provided by the Requestor, dated March 11, 2024, and proceed to RFP for remediation of the Cochrane Gravel Pit, presenting budget adjustments for Council’s consideration.
- Council moved into a closed session to consider the confidential item “Recreation Facility Governance and Ownership” under Sections 21, 24, and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and approved for the Reeve, on behalf of Council, to write a letter to the Town of Cochrane regarding additional discussions related to the Spray Lake Sawmills Centre.
