Here is a brief summary of the decisions of Rocky View County Council at the May 31, 2022 Council Meeting. This is a general overview of decisions only. General Business
- Council approved a time extension to consider additional amendments to Procedure Bylaw C-8277-2022 that would encompass potential changes to the Municipal Government Act stemming from Bill 21, and to return to Council by June 14, 2022.
- Council received, for information, an update on the 2022 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.
Planning and Development
- Division 6 – File: PL20210100 (05308008), Bylaw C-8231-2021, Redesignation Item: To redesignate the subject lands from Agriculture, General District to Business, Live-Work District to accommodate a truck storage facility. Considered under the County Plan. Refused.
- Division 6 – File: PL20210161 (03323013), Bylaw C-8251-2021, Redesignation Item: To redesignate the subject lands from Agricultural, Small Parcel District to Business, Live-Work District to accommodate a future business use. Considered under the County Plan. Council approved a tabling motion to consider this item after Administration provides a report on the Business Live-Work District by September 13, 2022.
- Division 5 – File: PL20210198 (06331004), Bylaw C-8262-2022, Redesignation Item: To redesignate the subject lands from Agricultural, General District to Agricultural, Small Parcel District to facilitate future subdivision of a ±32.37 hectare (±80.00 acre) lot and a ±29.87 hectare (±73.81 acre) remainder. Considered under the County Plan. Approved as amended.
- Division 5 – File: PL20210129 (07218004), Bylaw C-8218-2021, Redesignation Item: To redesignate ± 5.67 hectares (± 14.00 acres) of the subject lands from Agricultural, General District to Residential, Rural District to facilitate the creation of a ± 4.05 hectare (± 10.00 acre) parcel and a ± 1.62 hectare (± 4.00 acre) parcel with ± 57.45 hectare (± 141.97 acre) remainder. Considered under the County Plan. Council approved a motion referring the item back to Administration for further policy analysis and to consult with the Applicant.
- Council approved Bylaw C-8300-2022 that amends the Municipal Development Plan (County Plan) to revise the definition of an unsubdivided quarter section to accommodate instances where separate titles have been created for portions of the quarter section fragmented by a right of way or public use.
- Division 6 – File: PL20210079 (04329003), Bylaw C-8194-2021, Area Structure Plan Amendment Item: To amend the Conrich Area Structure Plan to change a portion of the subject lands from Highway-Business to Residential - Form to Be Determined, to allow residential use. Considered under the Conrich Area Structure Plan, the South Conrich Conceptual Scheme, and in conjunction with File: PL20210078 (04329003) and File: PL20210080 (04329003) below. Approved as amended.
- Division 6 – File: PL20210078 (04329003), Bylaw C-8193-2021, Conceptual Scheme Amendment Item: To amend the South Conrich Conceptual Scheme to allow residential use within a portion of Cell D, and to change a portion from business campus use to commercial mixed-use. Considered under the Conrich Area Structure Plan, the South Conrich Conceptual Scheme, and in conjunction with File: PL20210079 (04329003) above, and PL20210080 (04329003) below. Approved as amended.
- Division 6 – File: PL20210080 (04329003), Bylaw C-8195-2022, Redesignation Item: To redesignate 17.60 hectares (43.49 acres) from Business, Local Campus District to Direct Control District to facilitate future subdivision of 160 lots; to redesignate ±3.43 hectares (±8.48 acres) from Business, Local Campus District to Special, Parks and Recreation District; to redesignate ±2.18 hectares (±5.38 acres) from Business, Local Campus District to Commercial, Mixed Urban District; and to redesignate ±0.16 hectares (±0.4 acres) from Business, Local Campus District to Special, Public Service District. Considered under the Conrich Area Structure Plan, the South Conrich Conceptual Scheme, and in conjunction with File: PL20210079 (04329003) and File: PL20210078 (04329003) above. Approved as amended.
- Division 6 – File: PRDP20214577 (3314001/2/03311001/2/3/6), Development Permit Item: Development permit application for installation of a Solar Farm and ancillary uses, including a substation, community garden, portable buildings, and over height fencing. Considered under the County Plan. Refused.

- Division 5 – File: PL20200116 (07308011), Bylaw C-8307-2022, Redesignation Item: To redesignate a ± 3.61 hectares (± 8.92 acres) portion of the subject lands from Agricultural, Small Parcel District to Residential, Rural District, and ± 9.72 hectares (± 24.00 acres) from Agricultural, Small Parcel District to Agricultural, Small Parcel District to accommodate the creation of one new lot. First Reading approved.
- Division 6 – File: PL20200191 (03219003), Bylaw C-8299-2022, Redesignation Item: To redesignate the ±63.60 hectares (±157.16 acres) subject parcel from Agricultural, General District to Special, Future Urban Development District to accommodate the future development of a parking area for large earth moving equipment. First Reading approved.
- Division 2 – File: PL20220036 (05814006), Bylaw C-8294-2022, Redesignation Item: To redesignate a ±8.10 hectare (±20.01 acre) portion of the subject lands from Agricultural, Small Parcel District to Agricultural, Small Parcel District to facilitate the future subdivision of a parcel, leaving a ±19.63 hectare (±48.51 acre) remainder. First Reading approved.
- Division 6 – File: PL20220039 (04333053), Bylaw C-8291-2022, Redesignation Item: To redesignate the ±1.65 hectares (±4.08 acres) subject lands from Residential, Rural District to Industrial, Light District to accommodate office and industrial business, including outdoor storage. First Reading approved.
