Here is a brief summary of the decisions of Rocky View County Council at the January 21, 2021 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business
- Council authorized the 2021 Tax Sale Conditions for County properties with three years worth of outstanding tax arrears. Terms include the acceptance of cash or certified cheque, a 10% deposit at the time of sale and payment of the remaining 90% balance within 30 days of receipt by Rocky View County, plus GST. The tax sale conditions will only proceed if the tax arrears remain unpaid as of 2:00 p.m. on April 16, 2021.
- Council approved the cancellation of $22,607.29 in uncollectable taxes for various tax rolls under Manitok Energy Inc. due to receivership.
- Council approved the Terms of Reference, including Council amendments in reference to Technical Studies, for a developer-led and wholly developer-funded West Elbow Valley Area Structure Plan to guide future development in the area in accordance with the relevant statutory plans.
- Council directed Administration to create a bylaw stating that all Rocky View residents voting in municipal elections shall:
- Provide one piece of government issued photo identification clearly showing the voter’s name and current address, e.g. driver’s license; or
- Two pieces of identification, both of which must have the voter’s name, one of which must be government issued and one of which must have the voter’s name and current address.
In the case of using two pieces of identification, the names on both pieces must match. Furthermore, a person who chooses to vouch for another elector must be able to prove their identity and address through the above-mentioned means. And lastly, consideration in the bylaw that an individual can vouch for only one person (except in long-term care institutions). Administration will advise Council on the timing, legal review, and feasibility for updating this bylaw within the provincially legislated timeframe for the 2021 election.
- Council directed Administration to continue to work with residents of Bragg Creek to connect to the municipal wastewater and water system based on the Bylaw C-7662-2017 and that an extension of the mandatory date for landowner-paid water/wastewater connection was not necessary.
- Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.
Closed Session
- Council moved into a closed session to consider the confidential item “Update on the Preparation of the Calgary Metropolitan Regional Board (CMRB) Growth and Servicing Plan” under Section 21, 24, and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into public session, with no resulting follow-up action.
- Council moved into a closed session to consider the confidential item “Cambridge Park Residents Legal Challenge” under Section 24, 25, and 27 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to proceed with Alternative #4 as discussed in confidential report #RVC2021-02.
