Council Decisions: April 9, 2024

Here is a summary of the decisions of Rocky View County Council at the April 9, 2024 Council Meeting. This is a general overview of decisions only. General Business

• Council voted to approve the renewal of the Inter-municipal Collaboration Framework between Rocky View County and the Town of Crossfield for a four-year term ending in 2028.
• Council received for information a report from Capital & Engineering Services providing Council with an update on the regional off-site levy collections and the projects supported through the off-site levy fund for 2022 and 2023.
• As part of the finalization of Rocky View County’s 2024 Operating and Capital budget, Council approved a net operating budget adjustment to reduce the estimated tax increase from 3% to 0%. The approved budget includes external requisitions collected through the property tax system to accommodate increases for the Alberta School Foundation Fund, Rocky View Foundation, and Designated Industrial Property.
• Through the budget finalization process, Council also approved several budget adjustments for various revenue and expense items, along with providing Administration with direction on several follow up items. These include:
  • A utility rate increase for water and wastewater services of 3%.
  • Placing the Platoon Captain pilot program on hold until the 2024 Fire Master Plan is presented to Council.
  • Bringing a report back to Council, no later than the end of June 2024, on the impacts of increasing the County-paid portion of employee benefits to 100 per cent would have on staff retention.
  • Providing a report to Council with an update on the net amount to be transferred to the Tax Stabilization Reserve which is used for future projects/service level funding.

• Council approved Bylaw C-8522-2024 intended to amend Appeal and Review Panel Bylaw C-7717-2017 to change the member composition of the Subdivision and Development Appeal Board to nine Members at Large only.
• Council voted to direct Administration to research the necessary steps, potential boundary adjustments, and associated costs to create a new Chamber of Commerce in the Balzac area and report back to Council with findings and recommendations in Q3 2024.
• Council considered a motion to extend the mandatory connection deadline relating to Water and Wastewater Utilities Bylaw C-7662-2017, to December 31, 2030 for unconnected Bragg Creek lot owners, as well as an exclusion from the conditions of the bylaw for the lot owned by 1428011 Alberta Ltd.
• Council moved into a closed session to consider the “Extension of and Exemptions to the provisions of Water and Wastewater Utilities Bylaw C-7662-2017 Part 15.2” under Sections 24, 25, and 27 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session and further discussed the proposed deadline extension. The motion was not passed.

Planning and Development

• Division 6 – File: PL20220101/PL20220015 (03333011,03333009 & 03328005), Bylaw C-8502-2024 and Bylaw C-8503-2024, Local Plan and Redesignation Item: To assess two related applications that would facilitate future business development within the Janet Area Structure Plan as follows: PL20220101 – To adopt the “Dagger Industrial Park Conceptual Scheme”, which provides a policy framework to guide future industrial development within portions of SW-33-23-28-W04M and NW-28-23-28-W04M. PL20220015 – To redesignate a portion of land within SW-33-23-28-W04M from Agricultural General District to Industrial, Light District to facilitate future subdivision for industrial uses. Considered under the Janet Area Structure Plan, and the Regional Growth Plan. Approved.
• Division 7 – File: PL20210126 (03223012), Bylaw C-8501-2024, Road Closure Item: To assess the proposed closure of a portion of undeveloped road created by subdivision Plan 2319 L for the purpose of consolidation with Block 3, Plan 2319 L within SW-23-23-27-W04M. The subject portion runs north-south through the center of Block 3, Plan 2319 L within SW-23-23-27-W04M. First Reading approved with conditions. Administration was also directed to forward Bylaw C-8501-2024 to the Minister of Transportation and Economic Corridors for signing in pursuit of second and third readings to be scheduled for Council consideration.
• Division 5 – File: PL20230156 (05320003/05320004), Bylaw C-8508-2024, Redesignation Item: To assess the redesignation ±2.43 hectares (±6.00 acres) on the southwest portion of NW-20-25-28-W04M and ±2.43 hectares (±6.00 acres) on the southeast portion of the NE-20-25-28-W04M from Agricultural, General District to Residential, Rural District (p.4.05) to facilitate a future boundary adjustment resulting in two ±4.05 hectare (±10.00 acre) parcels. Considered under the County Plan. Approved.
• Council approved a time extension agreement request for Development Permit application PRDP20226218 to December 31, 2024, for a solar farm.
• Division 6 – File: PL20230023 (03323025), Local Plan Item: To assess the proposed St. Mary’s Malankara Orthodox Church Master Site Development Plan for the remaining lands for Block 1, Plan 9411626 within NE-23-23-28-W04M. Considered under the County Plan. Approved.
• Division 3 – File: PL20220177 (07920001), Subdivision Item: To assess subdivision of the NW-20-27-05-W05M into two ± 32.37 hectare (± 80 acre) lots. Considered under the County Plan. Approved as amended.
