Council Decisions: January 9, 2024

Here is a summary of the decisions of Rocky View County Council at the January 9, 2024 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business

  • Council voted to approve a three-year operational funding agreement with Rocky View Regional Handibus Society to ensure uninterrupted support to residents that depend on specialized transportation services in the County while reducing the need for an annual application process.
  • Council voted to appoint the following members at large to the Bragg Creek FireSmart Committee for a three-year term, expiring at the 2026 Organizational Meeting:

    • Liz Breakey
    • Mark Kamachi
    • Rod Saville
  • This leaves one remaining appointment to be filled.
  • Council received the Local Plan and Redesignation Item – Bylaws C-8410-2023 and C-8411-2023 (Files PL20220070 and PL20220071) to amend the Cochrane Lake Neighborhood ‘C’ Conceptual Scheme and directed Administration to rescind a resolution made at the October 31, 2023 Council Meeting. Council then approved that the applications be referred back to Administration for amendments as outlined at today’s meeting.
  • Council voted to direct Administration to discontinue preparations of a bylaw under the provisions of sections 53 and 53.01 of the Local Authorities Election Act which would require an elector voting in Rocky View County elections to produce identification that validates their age.
  • Council approved a time extension until the February 13, 2024 Council Meeting, for the Terms of Reference and budget adjustment for the Bragg Creek Area Structure Plan Amendment. This will allow Administration the opportunity to incorporate related and supportive considerations from a recent application to the Northern and Region Economic Grant program recently developed by the provincial government. The potential grant could support studies that would provide significant benefit to the ASP project and would be therefore incorporated into the draft Terms of Reference.

  • Division 3 – File: PL20220204 (06710014), Bylaw C-8373-2023, Redesignation Item: To assess the redesignation of Block 11, Plan 1322 LK within NE-10-26-03-W05M from Agricultural, Small Parcel District (p8.1) to Residential, Rural District to facilitate future subdivision of four residential parcels, between ± 1.62 hectares (± 4.00 acres) and ± 2.02 hectares (± 5.00 acres) in size. Considered under the Bearspaw Area Structure Plan. Approved.
  • Division 4 – File: PL20230087 (07716001 and 07716008), Bylaw C-8469-2024, Redesignation Item: To assess the redesignation of Lot 3, Block 2, Plan 1612069 within W1/2-16-27-03-W05M from Residential, Rural Residential District (p4.0) to Agricultural, Small Parcel District and a ± 17.00 hectare (± 42.00 acre) portion of Lot 1, Block 1, Plan 0212204 within W1/2-16-27-03-W05M from Agricultural, General District to Agricultural, Small Parcel District to facilitate a future boundary adjustment. Considered under the County Plan. Approved.
  • Division 1 – File: PL20230083 (04709003), Bylaw C-8470-2024, Redesignation Item: To assess the redesignation of a portion of land within NW-09-24-03-W05M from Agriculture, General District to Agricultural, Small Parcel District with a parcel modifier (p8.1) and Residential, Rural District to facilitate future subdivision of one ± 8.1 hectare (± 20.0 acre) lot and a ± 1.72 hectare (± 4.25 acre) lot with a ± 50.9 hectare (± 125.75 acre) remainder. Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan. Approved.
  • Division 1 – File: 1013-165, Bylaw C-8474-2024, Direct Control District Amendment Item: To assess the proposed amendment to Direct Control Bylaw C-4763-97 (DC-13) to allow for ‘private swimming pools’ as a permitted use for all residential parcels within the district, as directed by Council. Considered under the Elbow Valley Area Structure Plan. Refused.
  • Division 1 – File: PL20230098 (03913001/43/44/45/75/76), Road Closure Item: To assess the proposed closure of two portions of undeveloped road and laneway located within the Hamlet of Bragg Creek, adjacent to the north side of Lot 1, Block 10, Plan 1911357, totaling ± 0.19 hectares (± 0.47 acres) and ± 0.14 hectares (± 0.35 acres), for the purpose of consolidation with the several adjacent parcels for a future comprehensive development plan. Considered under the Greater Bragg Creek Area Structure Plan. Approved. Council then directed Administration to forward to the Minister of Transportation and Economic Corridors.
  • Division 3 – File: PL20230065 (07923023), Subdivision Item: To assess a proposed subdivision of a ± 16.19 hectare (± 40.00 acre) parcel within SW-23-27-05-W05M to create a ± 8.09 hectare (± 20.00 acre) parcel with a ± 8.09 hectare (± 20.00 acre) remainder. Considered under the County Plan. Council voted to refer the application back to Administration, pending the Applicant submission of an appraisal report, for the consideration of the cash in-lieu of land for the dedication of Municipal Reserves, in accordance with the Municipal Government Act.

Closed Session

  • Council moved into a closed session to consider the confidential item “Utility Services Review” under Sections 16 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, with a vote directing Administration to proceed with retaining the services of J.R. Huggett Co. to undertake a Rocky View County Utility Financial Modeling and Rate Design Review as per their proposal.
  • Council moved into a closed session to consider the confidential item “Fire Station 111 Workplace Assessment Summary Report” under Sections 17, 19, and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session with no follow-up action.
