Council Decisions: October 31, 2023

Here is a summary of the decisions of Rocky View County Council at the October 31, 2023 Council Meeting. This is a general overview of decisions only. General Business

Council voted to approve Community Recreation and Culture Grant Program Policy C-317 to establish a framework for the County to support the recreational and cultural needs of communities in the County.

Planning and Development

  • Division 3 – File: PL20220070 and PL20220071 (06822002/05/06/07/11/20), Bylaw C-8410-2023 and Bylaw C-8411-2023, Local Plan & Redesignation Item: PL20220070 - To redesignate a ± 55.51 hectare (± 137.15 acre) portion of land from Agricultural, Small Parcel District (p8.1) and Residential, Rural District to Residential, Mid-Density Urban District, Residential, Small Lot District, Special, Parks and Recreation District, and Special, Public Service District to facilitate future subdivision. PL20220071 - To consider a conceptual scheme for the Cochrane Lake Hamlet Plan Area Structure Plan to provide a policy framework to guide future redesignation, subdivision, and development proposals within NW-22- 26-04. Considered under the Cochrane North Area Structure Plan, and the Cochrane Lake Hamlet Plan Area Structure Plan. Council voted to have these applications referred back to Administration to amend the Cochrane Lake Neighbourhood ‘C’ Conceptual Scheme to include no more than 6 net units per acre, excluding lands designated as Municipal Reserve, Environmental Reserve, and Public Utility Lot, and any other amendments as recommended.
  • Division 4 – File: PL20220153 (08814007), Bylaw C-8347-2022, Redesignation Item: To assess the redesignation of Lot 1, Block 1, Plan 0810080 within SW-14-28-04-W05M from Agricultural, Small Parcel District to Agricultural, Small Parcel District (p12.9) and Agricultural, Small Parcel District (p17.8) to facilitate future subdivision of one ±12.93 hectare (±31.95 acre) parcel with a ±17.81 hectare (±44.00 acre) remainder. Considered under the County Plan. Approved.
  • Division 3 – File: PL20230038 (10013299), Bylaw C-8444-2023, Direct Control Amendment Item: To assess a site-specific amendment to the Direct Control Bylaw C-6586-2007 (“DC-123”) to allow the existing dwelling to have a minimum side yard setback of 2.36 metres (7.74 feet), instead of the current required 2.40 metres (7.87 feet) on Unit 298, Plan 2010713 within NE-13-26- 06-W05M. Considered under the Cottage Club Ghost Lake Conceptual Scheme. Approved.
  • Council voted to approve Bylaw C-8451-2023, with amendments, intended to amend Land Use Bylaw C-8000-2020 section 394 to remove the ability to redesignate to B-LWK, while providing an allowance for properties on Sunshine Road and Range Road 282 (south of Glenmore and on the east side of Range Road 282) to redesignate to B-LWK if they so choose. Bylaw C-8451-2023 also amends Land Use Bylaw C-8000-2020 section 396 to prevent subdivision of B-LWK properties.
  • Council voted to approve Bylaw C-8452-2023, with amendments, intended to amend Land Use Bylaw C-8000-2020 by adding a section that would remove the ability to apply for a new Special Function Business Use, while providing an allowance for existing Special Function Business Development Permit holders to have their permits renewed to an expiry date no later than Dec 31, 2026.
  • Council voted to approve Bylaw C-8453-2023 intended to amend section 28.0 of the County’s Municipal Development Plan (MDP) that would consider interim residential or business uses as permanent uses when they are proposed outside of an area structure plan or local plan. Bylaw C-8452-2023 also amends Land Use Bylaw C-8000-2020 section 460 to remove the ability to redesignate to Special, Future Urban Development (S-FUD), and section 462 to prevent subdivision of existing S-FUD properties.
  • Division 6 – File: PL20230022 / 02323007, Subdivision Item: To assess the subdivision of a portion of NW-23-22-28-W04M to create one ± 2.43 hectare (± 6.00 acre) lot with a ± 58.27 hectare (± 144.00 acre) remainder. Considered under the County Plan. Approved with conditions.
