Council Appoints New Chief Administrative Officer

Rocky View County Council has announced the appointment of Al Hoggan as the new Chief Administrative Officer. Mr. Hoggan will assume the role on December 17.

Al Hoggan has spent the past five years as the County Manager for a neighbouring municipality. Since 2013, he has also been managing the Aqua 7 Water Commission, of which Rocky View County is a founding member, and he sits as a Board member and zone director for the Alberta Rural Municipal Administrators Association.

Over the years, Mr. Hoggan has been active in senior management roles in several rural Alberta municipalities, and brings with him a sound understanding of the challenges facing the province’s municipalities. He completed his education through Dalhousie University and holds the designation of Certified Local Government Manager (CLGM), and is a member in good standing of the Society of Local Government Managers.

Previous to his time in local government, Mr. Hoggan was employed in the private sector in a variety of senior director and management roles, and has held a commercial pilot’s license at the airline transport level. He grew up in central Saskatchewan and he and his wife Lonna have made Alberta their home for many years.

“I look forward, over the coming months, to meeting many of the residents of Rocky View County and hearing their ideas regarding the future of the County,” Hoggan said.

In announcing Mr. Hoggan’s appointment, Rocky View County Reeve Greg Boehlke said, “On behalf of Council, I want to welcome Al Hoggan. It’s an exciting time at Rocky View County, with a new County Hall, an administrative reorganization, and now a new Chief Administrative Officer. Council has great confidence in the future, and we’re working to ensure our municipal government supports our ongoing success.”

Reeve Boehlke says Mr. Hoggan is well versed in the ongoing restructuring of the County’s Administration, which is being led by Interim County Manager, Rick McDonald. Mr. Hoggan and Mr. McDonald will have a period of overlapping service in December to ensure a smooth leadership transition.

As in all Alberta municipalities, the Chief Administrative Officer (formerly called the County Manager in Rocky View County) serves as Council’s sole employee. Council provides direction to the CAO, and all staff report up through the position.
