Council Decisions: September 25, 2018

Here is a brief summary of the decisions of Rocky View County Council at the September 25, 2018 Council Meeting. This is a general overview of decisions only. Specific details can be found in this meeting’s agenda (see the Council Minutes and Archives page), or in the minutes of this meeting that will be printed in the next Council Meeting agenda. Details are also available by contacting the County’s Legislative and Legal Services department.

General Business

  • Council approved two recreation grants with funding from the Langdon Recreation Special Tax. The Langdon Community Church was granted $15,000 to address a number of safety and infrastructure maintenance concerns identified during a Council-approved 2017 facility lifecycle assessment of Langdon’s Women’s Institute Hall. The Langdon Theatre Association was granted $10,000 to pay for weekly meeting space rental and instructor fees.
  • Council voted to approve changing the name of a Madden-area road from Range Road 25A to Range Road 285A to accurately reflect the actual location of properties along the road.
  • Council directed Administration to prepare a report on a process for road naming.
  • Council voted to waive $195.75 in 2018 property taxes due to a fire loss on the impacted property, located in Division 2.
  • Council directed Administration to prepare a report on making the process of waiving taxes due to fire loss more efficient. 
  • Council voted to appoint MNP LLP as Rocky View County’s external auditor for a five-year period.
  • Council voted to add $60,000 to the 2018 budget to fund the construction and completion of wastewater servicing to Elbow Valley West as part of a Master Servicing Agreement with the City of Calgary.
  • Council considered the future of the County’s Aggregate Resource Plan process, and directed Administration to rescind the plan’s Terms of Reference. To replace the plan, Council directed Administration to develop an Aggregate Resource Extraction Policy that focuses on application submission requirements and performance standards.
  • Council received a report on the Calgary Metropolitan Region Board Interim Growth Plan and Interim Regional Evaluation Framework. The plans will guide growth and development in the region until the completion and adoption of the final plans, which must be in place by January 2021. Council voted to support the adoption of the Interim Growth Plan. Council voted to propose amendments to the sections of the Interim Regional Evaluation Framework dealing with how plans are approved or challenged.
  • Council appointed Councillors Kissel and Henn to Council’s Cochrane Ag Lands Advisory Committee.

  • Division 6 – File PL20170174 (07127017, 07128021/022, 07134020/021, 08102013/014/015, 08103007/008/009, 08111008) – Bylaw C-7823-2018, Re-designation Item: Ranch and Farm District to Direct Control District for construction of a recreational non-motorized trail. Considered under the County Plan and the Parks and Open Space Master Plan. Approved.
  • Division 7 – File PL20180028 (06513017), Bylaw C-7814-2018, Re-designation Item: Recreation Business District to Industrial – Industrial Storage District. Considered under the Balzac West Area Structure Plan. Refused.
  • Division 8 – File PL20180080 (06712114), Bylaw C-7811-2018, Re-designation Item: Residential Two District to Residential One District. Considered under the Bearspaw Area Structure Plan and the Bearsnest Estates Concept Plan. Approved.
  • Division 2 – File PL20170121 (04726013), Bylaw C-7793-2018, Re-designation Item: Residential Two District to Residential One District. Considered under the Central Springbank Area Structure Plan. Approved.
  • Division 7 – File PL20180043 (06736003), Bylaw C-7822-2018, Re-designation Item: New or Distinct Agricultural Use – Ranch and Farm District to Ranch and Farm Three District. Considered under the County Plan. Approved.
  • Division 4 – File PL20180052 (03322005), Bylaw C-7810-2018, Re-designation Item: Ranch and Farm District to Agricultural Holdings District. Considered under the County Plan, the County’s Land Use Bylaw, and the Rocky View County/City of Calgary Inter-Municipal Development Plan. Received First and Second readings. Third (final) Reading will be considered at the next meeting of Council.
  • Division 2 – File PL20180045 (05714035), Bylaw C-7824-2018, Re-designation Item: Residential Two District to Residential One District. Considered under the Central Springbank Area Structure Plan. Received First Reading. Information will be provided at the October 23 Council Meeting on the remaining acreage size and the ability of the lots to support two houses with two septic fields and two water wells. Additional readings will be considered at that time.

  • Division 3 – File PL20160136 (04725027), Subdivision Item: Residential One District. Considered under the Central Springbank Area Structure Plan and the Partridge View Conceptual Scheme. Approved by the Subdivision Authority.
