Council Decisions: December 14, 2021

Here is a brief summary of the decisions of Rocky View County Council at the December 14, 2021 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business

  • Council approved the 2022 interim Operating and Capital Budget. Normally, Council passes the Operating and Capital budget in December, and then debates new initiatives and unfunded projects before budget finalization in April. The passing of an interim budget will give the newly elected Council time to more fully deliberate the overall County budget in early 2022, before finalization in the spring.
  • Council voted to support the Town of Strathmore’s submission of a 2021/2022 Alberta Community Partnership grant application in support of the CSMI Low Impact Development Research Program, in a joint partnership with the County, as members of the Cooperative Stormwater Management Initiative.
  • Council approved the Beiseker Recreation Cost Sharing Agreement to formalize the historical commitment toward recreational amenities that have already been established, and to continue to build on a strong, sustainable foundation that will support recreational and cultural facilities and services in the best interests of Beiseker and County residents.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing, and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Council tabled further consideration of the draft Municipal Development Plan, Bylaw C-8090-2020, until Council has determined its strategic direction on growth within the County, and until a decision has been rendered by the Minister of Municipal Affairs on approval of the draft Regional Growth Plan. Council directed Administration to present a report, no later than two months following the Minister’s decision, assessing the impacts of the decision.
  • Council approved amendments to the Terms of Reference for the North and South Springbank Area Structure Plans (Bylaw C-8031-2020 and Bylaw C-8064-2020) and directed Administration to continue work on both plans.
  • Council tabled further consideration of the Shepard Industrial Area Structure Plan, Bylaw C-8172-2021, until annexation negotiations between the City of Calgary and Rocky View County conclude. Council directed Administration to present a report, no later than two months following a decision by the Land and Property Rights Tribunal on the annexation.
  • Council voted to rescind the approved Terms of Reference of the East Highway 1 Area Structure Plan, as it does not align with the Interim Growth Plan or the County Plan, ending the project.
  • Council tabled further consideration of the Glenmore Trail Area Structure Plan, Bylaw C-8236-2021, until Council has determined its strategic direction on growth within the County, and until a decision has been rendered by the Minister of Municipal Affairs on approval of the draft Regional Growth Plan. Council directed Administration to present a report, no later than two months following the Minister’s decision, assessing the impacts of the decision.
  • Council approved a Motion first read into the record on December 7, 2021 directing Administration to investigate possible amendments to Rocky View County Policy #433 to enable Rocky View County to issue a license or permit for the use of any Undeveloped Road Allowance right-of-way or a portion of any Undeveloped Road Allowance right-of-way located within Rocky View County for the purpose of providing private access to landowners who own land immediately adjacent to or hold a beneficial interest in the undeveloped Road Allowance right-of-way.
  • Division 3 – File: PL20210073 (06832002), Bylaw C-8208-2021, Redesignation Item: To redesignate a ± 54.78 acre parcel portion of the subject lands from Agriculture, General District to Agriculture, Small Parcel District and another ± 23.99 acre portion to Agriculture, Small Parcel District p8.1 to facilitate the future creation of a single agricultural lot. Considered under the County Plan. Approved.
  • Division 5 – File: PL20210097 (06532018), Bylaw C-8223-2021, Redesignation Item: To redesignate a portion of the subject lands from Agricultural, General District to Residential, Country Residential District to facilitate the creation of a ± 1.33 hectare (± 3.30 acre) parcel (Lot 1) and a ± 1.21 hectare (± 3.00 acre) parcel (Lot 2) with a ± 35.15 hectare (± 86.86 acre) remainder. Considered under the County Plan. Approved.
  • Division 1 – File: PL20200110 (04703006), Bylaw C-8143-2021, Road Closure Item: To close a ± 3.00 acre portion of road allowance and consolidate it with the adjacent parcel to the west (NE-03-24-03-W05M). Approved. The ± 3.00 acres of land is to be transferred to the applicants subject to sales agreement being signed at the appraised value of $16,000.00, as well as $2,500.00 for the cost of the appraisal, and all applicable taxes, and that the terms of the sales agreement be completed by December 14, 2022.

First Readings

  • Division 6 – File: PL20210177 (03314013), Bylaw C-8252-2021: To redesignate the subject lands from Residential, Rural District to Business, Live-Work District to accommodate future business development of the site. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Springbank Land Acquisition SW 27-024-03 W5M – Offer to Purchase” under Sections 23, 24 and 27 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to complete the Offer to Purchase by waiving the conditions of the purchase agreement and that the budget adjustment be approved as presented.
  • Council moved into a closed session to consider the confidential item “Personnel Matter” under Sections 17 and 19 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and appointed Byron Riemann, Executive Director of Operations, as the Acting Chief Administrative Officer from Rocky View County, effective January 1, 2022.
  • Council moved into a closed session to consider the confidential item “Rocky View County as co-recipient for Canada Community Revitalization Fund” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to sign the Western Economic Diversification Canada Community Revitalization’s Contribution Agreement and the Statement of Work as co-recipient in support of the Langdon Community Association’s grant application.
