Council Decisions: November 30, 2021

Here is a brief summary of the decisions of Rocky View County Council at the November 30, 2021 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda, and details on the specifics of the decisions can be found in the minutes of this meeting, both located on the Meetings & Hearings page. General Business

  • Council directed Administration to issue official charitable tax receipts for donations received relating to the Jumping Pound Community Hall Society for the restoration of their Community Hall, and subsequent budget adjustment.
  • Council directed Administration to continue monitoring and assessing the spruce budworm infestation in Bragg Creek and the surrounding area to determine if and when a more active management strategy becomes beneficial.
  • Council defeated a Motion directing administration to recommence advertising public notices and service announcements, such as, but not limited to, public hearings, subdivision applications, approved development permits and matters of significant concern to County residents in the Rocky View Weekly starting in early 2022.
  • In relation to an added Emergent Agenda Item regarding the Council review of the County appeal of Kissel et al v. Rocky View County, 2020 ABQB 406 – Council defeated a motion directing Administration to continue the appeal.
  • An agenda item to consider an amendment to the Procedure Bylaw did not proceed. Therefore, the terms limits for Mayor, and other Council boards and committee Chair and Vice-Chair positions, as stated in the current bylaw, will continue without amendments.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing, and pending priorities and initiatives to assist Council on the status of business items.
  • Council approved a Motion first read into the record on November 30, 2021 directing Administration to complete a costs analysis to provide sidewalk clearing services on a two block section in Langdon on Centre Street between Langdon Park/3rd Ave and Railway Avenue into the 2022 budget for Transportation Services.

Planning and Development

  • Division 1 – File: PL20200161 (03909034), Bylaw C-8144-2021, Redesignation Item: To redesignate the subject parcel from Agricultural, Small Parcel District to Residential, Rural District to accommodate future subdivision of a ± 4.81 acre lot and ± 3.95 acre remainder. Considered under the Greater Bragg Creek Area Structure Plan. Approved.
  • Division 6 – File: PL20210005 (03230002), Bylaw C-8148-2021, Redesignation Item: To redesignate a ± 12.53 acre (± 5.07 hectare) portion of the subject ± 83.56 acre (± 33.82 hectare) parcel from Agricultural, Small Parcel District to Residential, Rural District to facilitate the future creation of a single residential lot. Considered under the County Plan. Refused.
  • The following bylaws: Bylaw C-8193-2021, Bylaw C-8194-2021, Bylaw C-8195-2021, and Bylaw C-8210-2021 were referred to Administration to work with the applicants and the community to return to Council with a complete and comprehensive plan addressing the following: traffic; Municipal Reserves and parks; and lot sizes.
    • Division 6 – File: PL20210078 (04329003), Bylaw C-8193-2021, Conceptual Scheme Item: To amend the South Conrich Conceptual Scheme, to allow residential use within a portion of Cell D, and to change a portion from business use to commercial use. Considered under the Conrich Area Structure Plan, the South Conrich Conceptual Scheme, and in conjunction with File PL20210079 (04329003), File PL20210080 (04329003), and File PL20210113 (04329003) below.
    • Division 6 – File: PL20210079 (04329003), Bylaw C-8194-2021, Area Structure Plan Amendment Item: To amend the Conrich Area Structure Plan to change a portion of the subject lands from Highway-Business to Residential - Form to Be Determined, to allow residential use. Considered under the Conrich Area Structure Plan, the South Conrich Conceptual Scheme, and in conjunction with File PL20210078 (04329003) above, and File PL20210080 (04329003), and File PL20210113 (04329003) below.
    • Division 6 – File: PL20210080 (04329003), Bylaw C-8195-2021, Redesignation Item: To redesignate ± 9.82 acres from Business, Local Campus District to Residential, Mid-Density Urban District to facilitate future subdivision of 47 lots. Considered under the Conrich Area Structure Plan, the South Conrich Conceptual Scheme, and in conjunction with File PL20210078 (04329003) and File PL20210079 (04329003) above, and File PL20210113 (04329003) below.
    • Division 6 – File: PL20210113 (04329003), Bylaw C-8210-2021, Redesignation Item: To redesignate ± 7.44 acres from Business, Local Campus District to Commercial, Mixed Urban District to facilitate future subdivision into two (2) lots for commercial and senior care facility developments. Considered under the Conrich Area Structure Plan, the South Conrich Conceptual Scheme, and in conjunction with File PL20210078 (04329003), File PL20210079 (04329003), and File PL20210080 (04329003) above.
  • Council approved Bylaw C-8164-2021 to adopt the Wheatland County/Rocky View County Intermunicipal Development Plan to provide opportunity for collaboration and communication, minimize land use and development conflicts, and to outline a process for resolution of cross boundary issues that may arise.
  • Council approved Bylaw C-8173-2021 to amend the Balzac East Area Structure Plan to guide future redesignation, subdivision, and development proposals within the plan area.

  • Division 3 – File: PL20210045 (06708013), Bylaw C-8247-2021: To redesignate the subject lands from Agricultural, Small Parcel District to Residential, Rural District to accommodate subdivision of a ± 7.28 hectare (± 18.00 acre) parcel, with a ± 7.15 hectare (± 17.66 acre) remainder. First Reading approved.
  • Division 6 – File: PL20210039 (04334004/04334011), Bylaw C-8245-2021: Redesignation of two parcels from Agricultural, General District to Special, Future Urban Development District to facilitate an Outdoor Storage Use for a truck parking lot. First Reading approved.
  • Division 5 – File: PL20210047 (06422021), Bylaw C-8246-2021: To redesignate the subject lands from Residential, Rural District to Residential, Country Residential District to facilitate subdivision of a ± 0.81 hectare (± 2.00 acre) parcel with a ± 0.81 hectare (± 2.00 acre) remainder. First Reading approved.
  • Division 3 – File: PL20210141 (06704031), Bylaw C-8239-2021: To redesignate the subject lands from Agriculture, General District to Agriculture, Small Parcel District to facilitate creation of a ± 16.19 hectare (± 40.00 acre) parcel with ± 46.80 hectare (± 115.65 acre) remainder. First Reading approved.
  • Division 5 – File: PL20210153 (06524001/10), Bylaw C-8249-2021: To amend the Rocky Creek Conceptual Scheme by expanding the boundary to add additional land to accommodate future commercial development. First Reading approved.
