Council Decisions: September 21, 2021

Here is a brief summary of the decisions of Rocky View County Council at the September 21, 2021 Council Meeting. This is a general overview of decisions only. General Business

  • Council directed Administration to apply for a Forest Resource Improvement Association of Alberta grant in support of the 2022 Bragg Creek Vegetation Management Project that assists homeowners in the reduction of fire risk in the Greater Bragg Creek area.
  • Council approved the revised Intermunicipal Committee Terms of Reference to reflect the County’s revised electoral boundaries and decision to change the title of the Chief Elected Officer. Council also approved the repeal of the both the Intermunicipal Collaboration Framework and the Intermunicipal Development Plan terms of reference, as the work of these committees has been completed.
  • Council directed Administration to discontinue the development of a Voter Identification Bylaw for Rocky View County Municipal Elections, as it would have minimal impact in achieving its intended purpose beyond what is already legislatively prescribed in the Local Authorities Election Act.
  • Council directed Administration to work with Fortis to complete the movement of the overhead lines between Highway 566 and Township Road 270 to facilitate the movement of high loads on this section of roadway. This work will be funded under the existing Council approved budget for the Range Road 290 project.
  • Council received, for information, a report by Recreation, Parks & Community Support regarding Special Events Bylaw C-7990-2020 and the feedback received by applicants utilizing the special event process. Council directed Administration to hold workshops with Council, and community and business organizations, regarding the special event permit process, and to provide a follow-up report by the end of April 2022.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 03923004 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04319163 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05631019 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04306013 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Rolls 05302001, 05302002, 05302003, 05302004, 05309003, 05309004 and 05309005 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 07722008 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05629083 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05631122 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 07308013 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04713056 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06612044 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04721016 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council approved first reading of the draft Glenmore Trail Area Structure Plan to guide future redesignation, subdivision, and development proposals within the plan area.
  • Council approved first reading to amend the OMNI Area Structure Plan to allow for future redesignation, subdivision, and development proposals within the Special Policy Area.
  • Council approved first reading to Borrowing Bylaw C-8238-2021 and directed Administration to prepare and send a Local Improvement Plan to all affected landowners for the internal water distribution in the Prince of Peace Village area.
  • Council approved Borrowing Bylaw C-8217-2021 for the water supply upgrade and conversion system installation in the Wintergreen Woods subdivision, and corresponding budget adjustment of $507,000.
  • Council approved Bylaw C-8145-2021 to amend the 2021 Master Rates Bylaw to reflect a 10% increase to the user rates for the East Rocky Wastewater System, and a $25 per site visit charge for transfer site usage by non-Rocky View residents. Both items are in effect as of September 23, 2021.
  • Council provided an update on the latest Calgary Metropolitan Region Board (CMRB) activities, including information related to the County’s Ascension Conceptual Scheme which was amended to address the City of Calgary’s concerns, and brought back to the September 17 CMRB Board Meeting. The plan was passed unanimously.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Division 5 – File: PL20190197 (06304007), Bylaw C-8012-2020, Redesignation Item: To redesignate a portion of NW-04-26-28-W04M from Agriculture, General District to Business, Live Work District in order to accommodate an RV storage business. Considered under the County Plan. Refused.
  • Division 5 – File: PL20210028 (05307009), Bylaw C-8160-2021, Redesignation Item: To redesignate the subject lands from Residential, Rural District to Residential, Country Residential in order to facilitate the creation of a ± 0.81 hectare (2.0 acre) parcel with ± 0.83 hectare (2.05 acre) remainder. Considered under the Rocky View/Calgary Intermunicipal Development Plan. Approved.
  • Division 2 – File: PL20210058 (04721006/04721022), Bylaw C-8203-2021, Conceptual Scheme Item: To provide a policy framework to guide redesignation and subdivision applications, in order to facilitate the development of a thirteen lot residential community with environmental reserve and municipal reserve dedications. Considered under the Central Springbank Area Structure Plan, and in conjunction with File: PL20210057 (04721006/04721022) below. Council voted to refer the bylaw back to Administration to work with the applicant on meeting the County Servicing Standards with regards to stormwater management, biological impacts, and access, as well as determinations on the Overland Drainage Right-of-Way along the west boundary of the site. In addition, a review of all access/egress points to ensure that the proposed access/egress meets all safety standards.
  • Division 2 – File: PL20210057 (04721006/04721022), Bylaw C-8202-2021, Redesignation Item: To redesignation of the subject lands from Residential, Rural District to Residential, Country Residential District, Special, Natural Open Space District and Special, Parks and Recreation District to facilitate future subdivision in accordance with the proposed Willow Ranch Conceptual Scheme (PL20210058). Considered under the Central Springbank Area Structure Plan, and in conjunction with File: PL20210058 (04721006/04721022) above. Council voted to refer the bylaw back to Administration to work with the applicant on meeting the County Servicing Standards with regards to stormwater management, biological impacts, and access, as well as determinations on the Overland Drainage Right-of-Way along the west boundary of the site. In addition, a review of all access/egress points to ensure that the proposed access/egress meets all safety standards.
  • Division 8 – File: PL20170153, Bylaw C-7991-2020, Ascension Conceptual Scheme: To adopt the Ascension Conceptual Scheme to provide a policy framework to guide future redesignation, subdivision, and development proposals within SW/SE-19-25-02-W05M. As the plan received approval from the Calgary Metropolitan Region Board on September 17, 2021, Council voted to approve third and final reading of the bylaw.

  • Division 7 – File: PL20210027 (06410067), Bylaw C-8230-2021: To facilitate a site-specific amendment to Direct Control District 99 (C-6031-2005, DC-99) to add Religious Assembly as a use on the subject parcel. First Reading approved.
  • Division 1 – File: PL20210094 (05828005), Bylaw C-8227-2021: To redesignate a portion of the subject lands from Agricultural, General District to Agricultural, Small Parcel District in order to facilitate the creation of a ± 40.00 acre parcel with a ± 94.53 acre remainder. First Reading approved.
  • Division 5 – File: PL20210100 (05308008), Bylaw C-8231-2021: To redesignate a portion of NE-08-25-28-W04M from Agriculture General District to Business Live-Work District to accommodate a truck storage facility. First Reading approved.
  • Division 1 – File: PL20210138 (03908007, 03908028), Bylaw C-8232-2021: To redesignate a ± 5.62 ha (± 13.89 ac) portion of the subject lands from Agricultural, General District to Agricultural, Small District (p 8.0) and a ± 5.52 ha (± 13.64 ac) portion of the subject lands from Agricultural, Small District (p 8.0) to Agricultural, General District in order to facilitate a Boundary Adjustment. First Reading approved.
