Council Decisions: September 14, 2021

Here is a brief summary of the decisions of Rocky View County Council at the September 14, 2021 Council Meeting. This is a general overview of decisions only. General Business

  • Council received, for information, a presentation from Calgary Rural Primary Care Network on issues relating to local physician recruitment and retention in Chestermere.
  • Council approved development permit application PRDP20211744 for the commencement of Phase 1 Natural Resource Extraction/Processing for the Summit Pit in accordance with the conditions of approval, including a Good Neighbor Action Plan.
  • Council received, for information, an update on the proposed Shepard Industrial Area Structure Plan Bylaw C-8172-2021 including cost and revenue sharing, IDP amendments, and joint planning. Council directed Administration to continue discussions with the City of Calgary on the Shepard Industrial Area Structure Plan and report back to Council once a formal position is established by the City.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 08305005 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05631167 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Rolls 05708230, 05708231, 05708232, 05708233, 05708234, 05708235, 05708236, and 05708237 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04701252 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05618087 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04231002 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06606087 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.

  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05329026 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05712020 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04608052 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 03331111 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council approved a request to waive the 2021 tax levy for Tax Rolls 05214014 and 05214030, leased by the Dalroy Gymkhana Club, in the amount of $587.52. The Club qualifies for the cancellation as an organization that provides a community service and unrestricted community access.
  • Council approved the transfer of $10 Million in compensation for lost municipal tax revenue to the newly created Springbank Recreation Reserve, to be used for Capital purposes.
  • Council directed Administration to research and develop, with associated costs and timelines, a spruce budworm strategy to manage the threat of deforestation as a result of spruce budworm activity, with a report to be brought back to Council for its consideration by the end of November 2021.
  • Council provided an update on the latest Calgary Metropolitan Region Board (CMRB) activities, including information related to the September 10 board meeting:
    • The Highway1/Old Banff Coach Road amendment to the Central Springbank Area Structure Plan was refused.
    • The Elbow View Area Structure Plan (ASP), which was withdrawn earlier this year to allow the County to incorporate several amendments, was brought back to the CMRB. The amendments did not satisfy the CMRB Administration which again recommended refusal. The County will formally withdraw the Elbow View ASP application and continue to work with the Applicant to address the concerns and bring an update to Council for consideration within six months of today’s meeting.

Planning and Development

  • Division 6 – File: PL20170162 (07105004), Bylaw C-8224-2021: To close ± 3.28 acres of undeveloped Road Allowance located adjacent to the west and southwest corner of the SW-05-27-26-W4M for future land consolidation. Considered under the County Plan, and Road Allowance Closure and Disposal Policy C-443. First Reading approved and the bylaw will be forwarded to the Minister of Transportation.
  • Division 4 – File: PL20210017 (03213009), Bylaw C-8152-2021, Redesignation Item: To redesignate the subject lands from Agricultural, General District to Agricultural, Small District to accommodate a future subdivision. Considered under the County Plan. Approved.
  • Division 9 – File: PL20200104 (08922009), Bylaw C-8113-2020, Redesignation Item: To redesignate the subject land from Agricultural, General District to Agricultural, Small Parcel District, in order to facilitate the creation of a ± 20 acre parcel with a ± 20 acre remainder. Considered under the County Plan. Refused.
  • Division 8 – File: PL20170153 (05618039/05619004/006/054), Bylaw C-7991-2020, Ascension Conceptual Scheme: Following the tabling of the Ascension Conceptual Scheme by the CMBR Board, the Applicant has worked with both the County and City of Calgary on a number of amendments relating to recreation and community services, transportation, transit, stormwater, and source water protection. Council voted to approve the amendments and for the amended plan to be re-submitted to the CMRB.

  • Division 4 – File: PL20210123 (03223012), Bylaw C-8225-2021: To redesignate the subject lands from Residential, Urban District to Special, Public Service District to accommodate a place of worship. First Reading approved.
  • Division 7 – File: PL20210127 (06307007), Bylaw C-8220-2021: To redesignate the subject lands from Agricultural, Small Parcel District to Special, Future Urban Development District to accommodate a future landscaping business and truck parking and storage business. First Reading approved.
  • Division 6 – File: PL20210129 (07218004), Bylaw C-8218-2021: To redesignate ± 5.67 hectares (14 acres) of the subject lands from Agricultural, General District to Residential, Rural District in order to facilitate the creation of a ± 4.05 hectare (10 acre) parcel and a ± 1.62 hectare (4 acre) parcel with ± 57.45 hectare (141.97 acre) remainder. First Reading approved.
