Council Decisions: June 22, 2021

Here is a brief summary of the decisions of Rocky View County Council at the June 22, 2021 Council Meeting. This is a general overview of decisions only. General Business

  • Council reviewed proposed Terms of Reference for the Springbank Stakeholder Advisory Group and the Langdon Stakeholder Advisory Group, as part of the business plan process for the community centre in Springbank and recreation centre in Langdon, both listed as capital priorities in the 2021 Recreation and Parks Master Plan. Council directed Administration to bring back a revised Terms of Reference at the July 13 Council Meeting, following Councillor feedback.
  • Council approved the request to waive the six-month waiting period for development permit re-application for the Damkar project, including a land use redesignation (PL20200050) and conceptual scheme amendment (PL20200051).
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 05708078 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04714106 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 10013186 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 06404026 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04324022 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council denied the request for late tax payment penalty cancellation from the owner of Tax Roll 04324016 in accordance with Late Tax Payment Penalty Cancellation Policy C-204.
  • Council received, for information, a report by the CAO on the policies associated with the management of accrued employee vacation, including measures that have or will be implemented to address the internal control deficiency noted in the 2020 year end audit report.
  • Council provided an update on the latest Calgary Metropolitan Region Board (CMRB) activities including information related to the most recent Board Meeting which involved a budget report review, a continued indigenous awareness workshop, and an initial economic development workshop.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Division 9 – F File: PL20200159 (06935001, 06936001/2, 07901003/4), Bylaw C-8115-2020, Road Closure Item: To close portions of two road allowances totalling ± 11.95 acres known as Township Road 270 and Range Road 51, 260 metres east of the intersection of Wildcat Hills Road and Grand Valley Road; located along the southern boundaries of SW-1-27-5-W5M, and SE-1-27-5-W5M, and on the west side of NW-36-26-5-W5M. If successful, these portions of road allowances would be consolidated with the adjacent parcels on each side. Considered under the County Plan. Approved and will now be forwarded to the Minister of Transportation for further consideration.
  • Division 4 – File: PL20210003 (02320029), Bylaw C-8141-2021, Redesignation Item: To redesignate a portion of land from Agricultural, General District to Agricultural, Small Parcel District, in order to facilitate the creation of a ± 50 acre parcel for horticultural development with a ± 96.4 acre remainder. Considered under the City of Calgary/Rocky View County Intermunicipal Development Plan. Approved.
  • Division 3 – File: PL20190140 (04702011), Bylaw C-8011-2020, Redesignation Item: To redesignate the subject land from Residential, Rural District to Residential, Country Residential District to facilitate the subdivision of seven lots. Considered under the County Plan. Approved.

First Readings

  • Division 8 – File: PL20210055 (05607084), Bylaw C-8177-2021: To redesignate the subject lands from Residential, Rural District to Residential, Country Residential District in order to facilitate the creation of four (4) ± 2.00 acre lots. First Reading approved.
  • Division 9 – File: PL20210070 (03230002), Bylaw C-8183-2021: To redesignate the subject lands from Agricultural General District to Agricultural, Small District to  accommodate the creation of three (3) new parcels through future subdivision. First Reading approved.
  • Division 5 – File: PL20210076 (04330005), Bylaw C-8187-2021: To redesignate a ± 7.50 acre portion of the subject lands from Agricultural, General District to Business, Live-Work District to accommodate future subdivision. First Reading approved.
  • Division 2 – File: PL20200136 (05714039), Bylaw C-8186-2021: To redesignate the subject lands from Residential, Rural District to Residential, Country District to facilitate creation of a ± 2.05 acre lot (Lot 1) and a ± 2.05 acre lot (Lot 2). First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Grader Replacement” under Sections 16, 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, with no resulting follow-up action.
  • Council moved into a closed session to consider the confidential item “Calgary Metropolitan Region Board Communications Plan” under Sections 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, with no resulting follow-up action.
