Council Decisions: May 11, 2021

Here is a brief summary of the decisions of Rocky View County Council at the May 11, 2021 Council Meeting. This is a general overview of decisions only. General Business

  • Council approved Second Reading of Bylaw C-8164-2021 to adopt the Wheatland County/Rocky View County Intermunicipal Development Plan. Administration will now submit the bylaw to the Calgary Metropolitan Region Board for approval.
  • Council approved Second Reading of Bylaw C-8111-2020, as amended, for the Elbow View Area Structure Plan to guide future redesignation, subdivision, and development proposals within the Plan area. Administration will now submit the bylaw to the Calgary Metropolitan Region Board for approval.
  • Council approved the appointment of Sherri Bureyko as Returning Officer for Rocky View County for the 2021 Municipal Election, with Amy Zaluski, Director of Legislative Services, appointed as Substitute Returning Officer for Rocky View County, under the Local Authority Elections Act (s. 13(4)).
  • Council directed administration to send a letter of support on behalf of the Town of High River to the Government of Alberta requesting that more fulsome public consultation be undertaken regarding the 1976 Coal Development Policy.
  • Council directed administration to send a letter of support on behalf of Century Downs Racetrack and Casino to Alberta Gaming, Liquor and Cannabis related to live table games at Century Downs as part of Council’s strategic objectives to strengthen the financial resiliency of area businesses.
  • Council approved general updates to Late Tax Payment Penalty Cancellation Policy C-204 as part of their regular policy review process.
  • Council approved general updates to Circulation and Notification Standards Policy C-327 as part of their regular policy review process.
  • Council approved the following amendments to the County’s board and committee governance documents:
    • Chair and Vice Chair Appointments
      • Chairs must be councillors, rather than members at large
      • Vice chairs may be councillors or members at large
      • Chairs must be appointed by Council, rather than the board or committee
      • Vice Chairs are appointed by the board or committee, rather than Council
      • Chairs and vice chairs are appointed for standardized two year terms
    • Councillor and Member at Large Appointments
      • Councillors are appointed to boards and committees for standardized two year terms
      • Members at large are appointed for standardized three year terms
  • Council then approved a Motion Arising, directing Administration to investigate and report back to Council by September 7, 2021 on amending the Procedure Bylaw regarding the term length of the Chief Elected Official.
  • Council approved corrections to the March 9, 2021 Council Meeting minutes in the interest of accurate reporting and posterity.
  • Council approved a budget adjustment of $70,000.00, funded by the Tax Stabilization Reserve, for further environmental investigation to dispose of two County owned properties; the Cochrane gravel pit, and the Airdrie Operations Centre.
  • Council approved Borrowing Bylaw C-8165-2021 for the Blazer Water System acquisition, and associated budget adjustment of $9 million. Administration is directed to bring forward a request to amend the Master Rates Bylaw C-8145-2021 to include the required fees for cost recovery.
  • Council approved Borrowing Bylaw C-8166-2021 for the Horse Creek Water & Waste Water Services Inc. acquisition, and associated budget adjustment of $10.45 million. Administration is directed to bring forward a request to amend the Master Rates Bylaw C-8145-2021 to include the required fees for cost recovery.
  • Council approved First Reading of Borrowing Bylaw C-8180-2021 to fund water system upgrades in the Prince of Peace region. Administration is directed to prepare and communicate a Local Improvement Plan for the water system in the Prince of Peace subdivision for the Harbor, Manor, and School properties.
  • Council provided an update on the latest Calgary Metropolitan Region Board (CMRB) activities including information related to the most recent Board meeting. The Growth and Servicing Plan is nearing completion and results from the third round of public engagement, along with the visioning document were discussed. The project consultant will be presenting during the May 17 Special Council Meeting. The Board begins voting on the Growth Plan, May 21.
  • Council presented the terms of reference for the City of Chestermere/ Rocky View County Inter-municipal Committee, established to increase collaboration and ongoing information sharing between the two municipalities’ elected officials and Administrations.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

Closed Session

  • Council moved into a closed session to consider the confidential item “Road Renaming Endorsement” under Section 21 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to prepare a letter on behalf of Council, and that the Reeve be authorized to sign and send the letter thanking the road naming proponents for their information, but declining to endorse renaming of Highway 8.
  • Council moved into a closed session to consider the confidential item “2020 Audit Results” under Section 23 and 24 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to report back to Council on policies associated with the management of accrued employee vacation time by the June 22, 2021 Council meeting.
