Council Decisions: April 27, 2021

Here is a brief summary of the decisions of Rocky View County Council at the April 27, 2021 Council Meeting. This is a general overview of decisions only. Details of the agenda items can be found in the meeting’s agenda and details on the specifics of the decisions can be found in the minutes of this meeting, both on the Meetings & Hearings page. General Business

  • Following an overall report of the 2020 Audited Financial Statements, Council moved into a closed session to consider several related items under Sections 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and approved the 2020 Audited Financial Statements prepared by MNP LLP. Administration will now submit the statements to the Province of Alberta by the May 1, 2021 deadline.
  • Council received, for information, the Langdon Library Business Case developed by the Langdon Library Society (LLS) Board, with the support of Marigold Library System, concerning the proposed creation and operation of a public library branch in Langdon. Council then voted to have Administration pursue the development of a library in the hamlet of Langdon, preparing a formal plan, including all cost implications to present to Council at a later date.
  • Council received, for information, a report by Transportation Services regarding gravel road maintenance best practices, including the associated risks and benefits to date in providing maintenance to approximately 1,600 km of gravel roads.
  • Council received, for information, a report by Transportation Services regarding snow and ice control measures throughout the County, including the associated risks and potential mitigation strategies moving forward in providing snow and ice control to approximately 1,000 km of paved and 1,600 km of gravel roads.
  • Council approved a budget adjustment of $2,970,000 for the Conrich Water Pipeline Extension to be recovered by developer cost contributions, local improvement tax, and rate/levy, and additionally funded by $2,000,000 in Municipal Stimulus Program funding from the Government of Alberta.
  • Council approved additional time to complete the review of Circulation and Notification Standards Policy C-327 and instructed Administration to bring the revised version back for the May 11, 2021 Council meeting.
  • Council approved the 2021 Tax Rate Bylaw C-8169-2021 authorizing Rocky View County to impose a tax on property to fund and balance the approved 2021 operating and capital base budget.
  • Council approved the 2021 Langdon Special Tax Rate Bylaw C-8170-2021 used to support recreational services, and enhance the quality and delivery of these services, in the hamlet of Langdon.
  • Reeve Henn provided an update on the latest Calgary Metropolitan Region Board (CMRB) activities including information related to recent Board meetings, public engagement results, and the planned release of the next draft of the Regional Growth Plan expected in early May.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

  • Division 2 – File: PL20200107 (04718006), Bylaw C-8093-2020, Redesignation Item: To redesignate a ±4.58 acre portion from Agricultural, General District to Residential, Rural District to facilitate a residential subdivision. Considered under the County Plan. Approved.
  • Division 1 – File: PL20190206 (03912039), Bylaw C-8028-2020, Redesignation Item: To redesignate the subject land from Residential, Rural District to Residential, Rural District to allow for future subdivision. Considered under the Bragg Creek Area Structure Plan. Approved.
  • Division 5 – File: PL20200149 (05320006), Bylaw C-8106-2020, Redesignation Item: To redesignate the subject land from Residential, Rural District to Special, Future Urban Development District, in order to facilitate the temporary RV storage. Considered under the County Plan. Approved.
  • Division 1 – File: PL20190198 (04834011), Bylaw C-8004-2020, Redesignation Item: To redesignate the lands from Ranch and Farm District to Direct Control District, in order to facilitate the future creation of a parking lot, outdoor storage, and storage facility. Considered under the County Plan. Council voted to table the bylaw to a later date and that the Applicant be directed to resume negotiations with Alberta Transportation on the road closure issue on Township Road 245A.
  • Division 1 – File: PRDP20211333 (04912004), Development Permit Item: Renewal of Development Permit No. PRDP20211333 for an existing Film Production Facility, known as the CL Western Town. Considered under the County Plan. Approved with conditions.

  • Division 7 – File: 1011-325, Bylaw C-8173-2021: To give first reading to the draft Balzac East Area Structure Plan Amendment to guide future redesignation, subdivision, and development proposals within the plan area. First Reading approved.
  • Division 7 – File: 1013-380, Bylaw C-8174-2021: To give first reading to the draft Highway 1 East Area Structure Plan to guide future redesignation, subdivision, and development proposals within the plan area. First Reading approved.
  • Division 4 – File: 1015-450, Bylaw C-8172-2021: To give first reading to the draft Shepard Industrial Area Structure Plan to guide future redesignation, subdivision, and development proposals within the plan area. First Reading approved.
  • Division 9 – File: PL20210016 (06826038), Bylaw C-8159-2021: To redesignate the subject lands from Residential Rural District (R-RUR) to Residential, Country Residential District in order to facilitate the creation of two ± 0.81 hectare (± 1.99 acre) parcels. First Reading approved.
  • Division 5 – File: PL20210028 (05307009), Bylaw C-8160-2021: To redesignate the subject lands from Residential, Rural District to Residential, Country Residential in order to facilitate the creation of a ± 0.81 hectare (2.0 acre) parcel with ± 0.83 hectare (2.05 acre) remainder. First Reading approved.
  • Division 5 – File: PL20210031 (05308010), Bylaw C-8162-2021: To redesignate the subject lands from Residential, Rural Residential District to Business, Live-Work District to accommodate a new home and a trucking business. First Reading approved.
  • Division 7 – File: PL20210034 (06518002), Bylaw C-8167-2021: To redesignate the subject lands from Agricultural, General District to Special, Public Service District to accommodate an existing Church. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Environmental Site Assessments” under Section 24 and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, with no resulting follow-up action.
