Council Decisions: April 13, 2021

Here is a brief summary of the decisions of Rocky View County Council at the April 13, 2021 Council Meeting. This is a general overview of decisions only. General Business

  • With the resignation of Al Hoggan as Chief Administrative Officer (CAO), Council appointed Kent Robinson as Acting CAO.
  • Council approved the budget adjustments required to finalize Rocky View County’s 2021 Operating and Capital budget, including a 0% tax increase and external requisition budget adjustments.
  • Council directed Administration to bring back budget adjustments by the end of May 2021, for Council’s consideration to begin the process of accepting online credit card payments, including property tax, by implementing a custom IT solution.
  • Council directed Administration to request permission from the Province of Alberta to allow the County’s Level 1 Community Peace Officers to conduct Traffic Safety Act enforcement on primary highways to enhance traffic safety in the County.
  • Council approved a request from Dalroy U.F.A Association to list Rocky View County as the partnering municipality on their application to FCC AgriSpirit Fund for a $9,500.00 grant to purchase a commercial dishwasher and freezer for the Dalroy Community Hall.
  • Council received, for information, an update on the repair of the berm at the Silverhorn development to prevent flooding to neighbouring downstream land.
  • Council received, for information, an update on the latest Calgary Metropolitan Region Board (CMRB) activities including information related to the most recent public engagement.
  • Council approved a related Notice of Motion regarding the CMRB and the proposed Regional Growth Plan. In response to this motion, and in alignment with the Procedural Bylaw, Council voted to direct Administration to prepare a communications plan that will inform residents and ratepayers of all the aspects of the plan and CMRB that may have an impact on their land owner rights. This plan is to be presented at the May 4, 2021 Council meeting for consideration.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Division 8 – File: PL20200010 (05724053), Bylaw C-8037-2020, Redesignation Item: To redesignate the subject lands from Agricultural, Small Parcel District to Residential, Rural Residential District and Special, Public Services District in order to facilitate the future subdivision of a ± 5.95 acre parcel (Lot 1); ± 4.72 acre parcel (Lot 2).; ± 4.34 acre parcel (Lot 3); ± 4.02 acre parcel (Lot 4); and ± 0.618 acre public utility lot (Lot 5). Considered under the Rocky View County/City of Calgary Intermunicipal Development Plan, and the Bearspaw Area Structure Plan. Approved.
  • Division 2 – File: PL20210014 (04717004/04717005), Bylaw C-8138-2021: Site-specific amendments to DC 168 to change the minimum parcel size from 0.98 acres to 1.10 acres, increase the sizing for Accessory Buildings under the Greenspace Cell, and to replace Schedule B with an updated parcel plan. Considered under the River’s Edge Conceptual Scheme. Approved.
  • Division 3 – File: PL20200087 (04736002/6011), Bylaw C-8120-2020: To amend the Central Springbank Area Structure Plan to provide for the proposed Highway 1 / Old Banff Coach Road Conceptual Scheme. Considered under the Central Springbank Area Structure Plan, and in conjunction with File PL20200083 (04736002/6011) and File PL20200084 (04736002/6011) below. Council approved second reading, as amended. The Plan will now be referred to the Calgary Metropolitan Region Board for approval.
  • Division 3 – File: PL20200083 (04736002/6011), Bylaw C-8121-2020: To adopt the Highway 1 / Old Banff Coach Road Conceptual Scheme to provide a policy framework to guide future redesignation, subdivision and development proposals within a portion of SW-36-24-03-W05M. Considered under the Central Springbank Area Structure Plan, and in conjunction with File: PL20200087 (04736002/6011) above, and File PL20200084 (04736002/6011) below. Council approved second reading, as amended. It will now be referred to the Calgary Metropolitan Region Board for approval.
  • Division 3 – File: PL20200084 (04736002/6011), Bylaw C-8122-2020: To redesignate the subject lands from Agricultural, General District to Direct Control District to accommodate a mixed commercial development and Residential, Mid-Density Urban District to accommodate the development of a residential community within the eastern portion of the lands. Considered under the Central Springbank Area Structure Plan, and in conjunction with File PL20200087 (04736002/6011) and File PL20200083 (04736002/6011) above. Council approved second reading, as amended. It will now be referred to the Calgary Metropolitan Region Board for approval.

  • Division 5 – File: PL20200065 (05330003), Bylaw C-8158-2021: To redesignate a ± 23.00 acre portion of the lands from Agricultural, General District to Business, Live-Work District, in order to facilitate the future development of outdoor storage for equipment, recreational vehicles, trucks and trailers. First Reading approved.
  • Division 2 – File: PL20200121, Bylaw C-8153-2021: Amendment to the Harmony Conceptual Scheme to update Sections 3.3 Land Ownership, 5.1.1 C Trail Network, 5.1.1 D Golf Course, 5.2.1 Settlement Pattern, 5.4.1 Community Village Centre, 5.5.3 Residential Considerations, 6.0 Transportation, 8.2.2 Staging/Phasing, and 12.0 Definitions. First Reading approved.
  • Division 2 – File: PL20200122, Bylaw C-8154-2021: Amendment to the Harmony Stage 3 Neighbourhood Plan (Harmony Conceptual Scheme Appendix C) by placing an overlay onto each affected figure within the document identifying the overall stage area as either Stage 4 or Stage 5 to coincide with the proposed Stage 4 and Stage 5 Neighbourhood Plans. First Reading approved.
  • Division 2 – File: PL20200123, Bylaw C-8155-2021: Amendment to the Harmony Conceptual Scheme to add Appendix D – Stage 4 Neighbourhood Plan. First Reading approved.
  • Division 2 – File: PL20200124, Bylaw C-8156-2021: Amendment to the Harmony Conceptual Scheme to add Appendix E – Stage 5, Neighbourhood Plan. First Reading approved.
  • Division 2 – File: PL20200125, Bylaw C-8157-2021: Amendment to DC 129 to update various sections of the of the Bylaw, add an additional three land use districts, renumber various sections of the document and add the Vacation Rental use. First Reading approved.
  • Division 5 – File: PL20210005 (03230002), Bylaw C-8148-2021: To redesignate a ± 12.53 acres (± 5.05 hectares) portion of the subject lands from Agricultural, Small Parcel District to Residential, Rural District to accommodate a subdivision for residential uses. First Reading approved.
  • Division 8 – File: PL20210011 (06713051), Bylaw C-8136-2021: Redesignation of the entire ± 4.60 acre parcel from Residential, Rural District to Residential, Country  Residential District in order to facilitate the future subdivision of one ± 2.40 acre parcel, leaving a balance ± 2.20 acre parcel. First Reading approved.
  • Division 4 – File: PL20210017 (03213009), Bylaw C-8152-2021: To redesignate the subject lands from Agricultural, General District to Agricultural, Small District to accommodate a future subdivision. First Reading approved.
  • Division 4 – File: PL20210019 (02236011), Bylaw C-8151-2021: To redesignate the subject lands from Agricultural, Small Parcel District to Residential, Rural District in order to facilitate the creation of a ± 6.57 acre parcel, a ± 4.77 acre parcel, with a ± 8.37 acre remainder. First Reading approved. 
  • Division 7 – File: PL20210037 (07504002), Bylaw C-8163-2021: To redesignate a ± 28.00 acre portion of the subject lands from Agricultural, Small Parcel District to Agricultural, Small Parcel District to accommodate future subdivision. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Langdon Waterworks – Franchise Agreement Update” under Section 16, 24, and 25 of the Freedom of Information and Protection of Privacy Act. Council moved back into the public session, and directed Administration to further negotiate with Langdon Waterworks an acceptable purchase equation to be included within the Franchise Agreement.
