Council Decisions: March 9, 2021

Here is a brief summary of the decisions of Rocky View County Council at the March 9, 2021 Council Meeting. This is a general overview of decisions only. General Business

  • Council approved a request from the landowner of Roll # 05220009 and partially waived cost-recovery fees in the amount of $12,541.25 for Fire Services hazardous material response at the request of RCMP, stemming from illegal activity at the property.
  • Council approved the Intermunicipal Collaboration Framework between Kananaskis Improvement District and Rocky View County in order to meet the legislative requirements under the Municipal Government Act.
  • Council received, for information, an update by Capital Project Management on the Bearspaw Meadow Drive Drainage project and the Bearspaw Burma/Range Road 25 project, including information on the various steps taken to provide stormwater solutions in the area and recommendations for the most feasible solution to advance the two projects to construction.
  • Council directed Administration to proceed with construction of the west mile of Crossiron Drive in 2021, to be funded by the Municipal Stimulus Program Grant and the Transportation Offsite Levy Reserve, and continue negotiations with landowners for future construction of the east mile.
  • Council approved a budget adjustment of $212,300.35 to fund several facility infrastructure projects through the COVID-19 Resilience Stream under the Government of Canada’s Investing in Canada Infrastructure Program (ICIP).
  • Council approved Sidewalk Clearing Bylaw C-8125-2021 to clearly define responsibilities for snow clearing on County controlled sidewalks. Council also approved amendments to Snow and Ice Control Policy C-405 and voted to rescind Sidewalk Maintenance Policy C-458 as part of their regular policy review process.
  • Council rescinded Second Reading of Bylaw C-8037-2020, to allow for a new public hearing to occur that will include information stemming from technical studies provided by the applicant after the initial public hearing.
  • Council continued consideration of amendments to the Municipal Development Plan Bylaw C-8090-2020 and approved second reading, as amended. The Plan will now be referred to the Calgary Metropolitan Region Board for approval.
  • Council provided an update on the latest Calgary Metropolitan Region Board (CMRB) Governance Committee Meeting held on February 18, 2021.
  • Council received, for information, an update on the 2021 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

Planning and Development

  • Council approved First Reading of Bylaw C- 8072-2020, as amended, to close for consolidation purposes, two segments of Road Allowance and Lane located within the Hamlet of Bragg Creek, adjacent to the North side of Lot 1, Block 10, Plan 1911357 to integrate the roads and undeveloped lane to allow for a future comprehensive development plan. Bylaw C-8072-2020 will be forwarded to the Minister of transportation for approval.
  • Division 4 – File: PL20200096 (03311004), Bylaw C-8084-2020, Redesignation Item: To redesignate a portion of the subject land from Direct Control District 166 to Residential, Rural District, to facilitate the creation of a ± 10.0 acre parcel. Considered under the County Plan. Approved.
  • Division 2 – File: PL20200130 (04722001), Bylaw C-8117-2020, Conceptual Scheme Item: To amend the Springbank Creek Conceptual Scheme to allow for the development of a private school and associated recreational facilities on the subject parcel. Considered under the Central Springbank Area Structure Plan, Springbank Creek Conceptual Scheme, and in conjunction with File: File: PL20200105 (04722001) below. Approved.
  • Division 2 – File: PL20200105 (04722001), Bylaw C-8091-2020, Redesignation Item: To amend a portion of Direct Control District 116 to allow for the development of a private school and associated recreational facilities. Considered under the Central Springbank Area Structure Plan, Springbank Creek Conceptual Scheme, and in conjunction with File: File: PL20200130 (04722001) above. Approved.

  • Division 7 – File: PL20200179 (06404005), Bylaw C-8147-2021: To redesignate the subject lands from Agricultural General District to Direct Control District 131 to accommodate industrial activities. First Reading approved.
  • Division 8 – File: PL20200186 (05735040), Bylaw C-8129-2021: To redesignate the subject lands from Residential, Rural Residential District to Residential, Country Residential District to accommodate future subdivision. First Reading approved.
  • Division 4 – File: PL20200191 (03219003), Bylaw C-8149-2021: Redesignation of a ± 20 acre portion of the parcel from Agricultural General District to Special, Future Urban Development District to accommodate the future development of a parking area for large earth moving equipment. First Reading approved.
  • Division 4 – File: PL20210003 (02320029), Bylaw C-8141-2021: To redesignate a portion of land from Agricultural, General District to Agricultural, Small Parcel District, in order to facilitate the creation of a ± 50 acre parcel for a greenhouse with a ± 96.4 acre remainder. First Reading approved.
  • Division 4 – File: PL20210022 (03316010), Bylaw C-8150-2021: To redesignate a portion of the land from Agricultural, General District to Agricultural, Small Parcel District, in order to facilitate the creation of ± 54 acre parcel with a 102 acre remainder. First Reading approved.
  • Division 9 – File: PL20200114 (08912005), Bylaw C-8105-2020: To redesignate a portion of the subject lands from Agricultural Small Parcel to Residential, Rural District to facilitate the creation of a ± 10.00 acre parcel with a ± 30.01 acre remainder. First Reading approved.
  • Division 5 – File: PL20200149 (05320006), Bylaw C-8106-2020: To redesignate the subject land from Residential, Rural District to Special, Future Urban Development District, in order to facilitate the operation of outdoor storage. First Reading approved.
