Council Decisions: September 10, 2019

Here is a brief summary of the decisions of Rocky View County Council at the September 10, 2019 Council Meeting. This is a general overview of decisions only. General Business

  • Council voted to instruct Administration to issue a Request for Proposals to conduct an independent electoral boundary and governance structure review.
  • Council approved signing a Memorandum of Understanding between the Aqua 7 Regional Water Commission and its member municipalities to commit to annual contributions towards a capital replacement reserve starting in 2020.
  • Council voted to issue a letter to Alberta Transportation supporting Mountain View County in that municipality’s efforts to secure alternate routing for the High Load Corridor from Highways 580 and 581 to Township Road 292.
  • Council approved general updates to the County’s Water Conservation Policy C-600 as part of their regular policy review process.
  • Council approved general updates to the Marigold Library System Funding Policy C-312 as part of their regular policy review process. County residents are eligible to use any public library in the Marigold system.
  • Council approved general updates to the Community Benefits Initiatives Grant Policy C-321 as part of their regular policy review process. Council increased the maximum grant amount by 50 percent to $7,500. Council will consider additional funding to the program to reflect this change as part of the 2020 budget approval process.
  • Council approved general updates to the County Proclamations Policy C-196 as part of their regular policy review process.
  • Council approved general updates to the Ditch Management Policy C-427 as part of their regular policy review process.
  • Council rescinded the redundant Mowing of County Lands Policy C-428. The mowing of parks and County lands is already incorporated within the Administration policy, Inspection and Maintenance of County Lands and Associated Amenities C-319.
  • Council rescinded the Hard-Surfaced Road Management Policy C-426. It will be combined with the Non-Hard Surfaced Road Management Policy C-425 into a single policy.
  • Council approved revisions to the Subdivision and Development Security Requirements Policy C-407. Changes update the amount of securities that developers must provide the County to ensure they complete infrastructure work. These securities are returned to the developer if the work is completed, or used by the County to complete the work if it is not. Developers with a long-standing record of reliability will be recognized with lower security requirements.
  • Council rescinded the Road Approaches Policy 402, as its requirements are adequately covered in the Rocky View County Servicing Standards.
  • Council amended the Board and Committee Remuneration Policy C-221 as part of their regular policy review process. Rates, which have not been adjusted since 2015, will increase remuneration to better reflect the compensation paid by similar municipalities in the region, and to standardize rates across all County board and committees.
  • Council approved a grant of $13,300 to the Madden Curling Club in response to an emergency funding request for facility improvements, furnace repairs, and water softener repairs.

  • Division 4 – File PL20190032 (02321003/005), Bylaw C-7901-2019, Re-designation Item: Agricultural, Farmstead District to Ranch and Farm District to accommodate an associated boundary adjustment within a portion of NW-21-22-28-W04M. Considered under the County Plan and the Rocky View County/City of Calgary Inter-municipal Development Plan. Approved.
  • Division 7 – File PL20190055 (06517005), Bylaw C-7918-2019, Re-designation Item: Farmstead District to Business-Recreation Destination, Farmstead District to Business-Leisure and Recreation District, in order to facilitate the development of a small driving range. Considered under the County Plan and the Rocky View County/City of Calgary Inter-municipal Development Plan. Approved.
  • Division 6 – File PL20190056 (08014004), Bylaw C-7924-2019, Re-designation Item: Ranch and Farm District to Business-Agricultural Services District. Considered under the County Plan. Approved.
  • Divisions 4, 5, 6, and 7 – File PL20190056 (08014004), Bylaw C-7917- 2019, Live/Work Land Use District: A new live-work district designation to be added to the existing Land Use Bylaw. Considered under the County Plan. Approved.
  • Division 4 – File PL20170134 (03316008), Further Consideration of Bylaw C-7790-2018, Re-designation Item: Residential Two District to Business Industrial Campus District. Considered under the County Plan and the Rocky View County/City of Calgary Inter-municipal Development Plan. Approved.
  • Division 7 – File PL2018140 (06403002), Consideration of First Reading of Bylaw C-7929-2019, Conceptual Scheme Item: Interlink Business Park Conceptual Scheme. Considered under the County Plan, the Balzac East Area Structure Plan, and Direct Control Bylaw C-6031-2005. Considered in conjunction with File PL2018139 above. Approved.

  • Division 3 – File PL20190099 (04620001), Consideration of First Reading of Bylaw C-7931-2019: Commercial Re-designation to accommodate an auto mall. Considered under the Interim Growth Plan, City of Calgary/Rocky View County Inter-municipal Development Plan, County Plan and the Central Springbank Area Structure Plan. Tabled pending the completion of the Springbank Area Structure Plan.
  • Division 7 – File PL20180139 (06403002), Consideration of First Reading of Bylaw C-7930-2019, Re-designation Item: Site-Specific Amendment to DC-99. Considered under the County Plan, the Balzac East Area Structure Plan, and Direct Control Bylaw C-6031-2005. Considered in conjunction with File PL2018140 below. Approved.
  • Division 6 – File PL20190072 (08112002), Consideration of First Reading of Bylaw C-7928-2019, Re-designation Item: Ranch and Farm District to Business-Highway Frontage District. Considered under the County Plan and the Interim Growth Plan. Approved.
  • Division 8 – File PL20190081 (05619025), Consideration of First Reading of Bylaw C-7933-2019, Re-designation Item: Residential One District to Commercial-Local Commercial District. Considered under the County Plan, the Interim Growth Plan, the City of Calgary/Rocky View County Inter-municipal Development Plan and the Bearspaw Area Structure Plan. Approved.
  • Division 9 – File PL20190049 (07808011), Consideration of First Reading of Bylaw C-7912-2019, Re-designation Item: Ranch and Farm District to Ranch and Farm Three District: Considered under the County Plan and the Interim Growth Plan. Approved.
  • Council directed Administration to work with developers and affected land owners to facilitate the upgrade and acquisition of Lott Creek Drive independently of a subdivision application and report back to Council by March of 2020.

  • Division 4 – File PL20190052, Subdivision Item: Painted Sky Development Phase 1. Considered under the County Plan, Langdon Area Structure Plan and Painted Sky Conceptual Scheme. Approved by the Subdivision Authority.
  • Division 7 – File PL20190051, Subdivision Item: Ranch and Farm District, Boundary Adjustment. Considered under the County Plan. Approved by the Subdivision Authority.
  • Division 6 – File PL20190065, Subdivision Item: Parcel within Two Municipalities. Considered under the County Plan. Approved by the Subdivision Authority.

Closed Session

  • Council moved into a closed session to consider the confidential item “Council Code of Conduct” under sections 24 and 27 of the Freedom of Information and Protection of Privacy Act (FOIP). Council move back into the public session, and directed Administration to reschedule the item to the September 24, 2019 Council meeting at 9:00 a.m. for personnel reasons.
