Council Decisions: July 23, 2019

Here is a brief summary of the decisions of Rocky View County Council at the July 23, 2019 Council Meeting. This is a general overview of decisions only. General Business

  • Council received, for information, the mid-year (second quarter) financial statements. More information
  • Council received, for information, a Quarterly Report from the Transportation Services department, including information on the bridge program, gravel plan, as well as path, trail, and road maintenance. 
  • Council received, for information, a Quarterly Report from Operational Services, including information on the County’s facility, vehicle fleet, and cemetary operations.
  • Council received, for information, a Quarterly Report from the Planning and Development department on their operations.
  • Council approved just over $36,500 in emergency funding for compressor and parking lot repairs at the Chestermere Recreation Centre. The Centre is owned by Rocky View County.
  • Council approved the distribution of funds from the Langdon Recreation Special Tax:
    • $10,400 to the Langdon Community Association for playground maintenance, fees, and filter replacement at the Langdon Fieldhouse.
    • $3,200 to install lights at the skating park and playground.
    • $15,675 to the Langdon Theatre Association for costs associated with venue rentals and a field trip.
  • Council refused a request for $700 from the Synergy Youth and Community Development Society for a little lending library, and a request for $1,517 from the Langdon Softball Association for ball diamond improvements.
  • Council approved the North Bow Community Facility Board’s request for just over $2.25 million in funding towards the building of four baseball diamonds in Langdon.
  • Council approved the requisition of $1,215,000 in capital funding from Rocky View Schools. This is an administrative matter, as the County simply manages a School Public Reserve account that does not involve County funds on behalf of the school board.
  • Council approved a new governance model for recreation. More information
  • Council received information on the Bearspaw Reservoir Tri-Lateral Task Force Consensus Report. The County and City of Calgary will be engaging the public on a plan detailing the protection and possible public use of the reservoir. Details will be announced in the near future.
  • Council approved a new Procedure Bylaw to govern how Council and Council Committee meetings are conducted. The new procedures will come into effect starting in September, and public communication on how meetings will now be conducted will be undertaken.
  • Council approved $50,000 to study water and wastewater servicing in the West Balzac area.
  • Council approved $200,000 to replace streetlight infrastructure in the Pinebrook Estates Subdivision.
  • Council voted to assume ownership of Monterra Drive from the area condominium association as part of efforts to implement a consistent treatment of public and private roads in the municipality.
  • Council directed Administration to prepare a report and implementation plan on the creation of a Municipal Planning Commission for consideration at the September 24, 2019 Council meeting.
  • Council adjusted the 2019 budget to include grants received for fire and emergency services-related programs on vegetation management in Bragg Creek, a vegetation study, and a $1.4 million grant from the Red Cross Society for a regional resilience program.

  • Division 6 – File PL20190047 (07105003/07105002), Bylaw C-7894-2019, Re-designation Item: Other Business Development – Grain Terminal. Considered under the County Plan. Approved.

  • Division 9 – Council directed Administration to investigate an Area Structure Plan for the highways 22 at 567 area as part of the 2020 work plan.

  • Division 2 – File PL20170130 (04727003), Bylaw C-7909-2019, Re-designation Item:  Ranch and Farm District to Direct Control District, Ranch and Farm Two District (agricultural remainder), and Public Services District. Considered under the County Plan and the Central Springbank Area Structure Plan. Related to PL20170132 above. Approved. 
  • Division 9 – File PL20170012 (06826041/042), Bylaw C-7869-2019, Re-designation Item: Residential Two District to Residential One District. Considered under the Cochrane North Area Structure Plan. Passed first and second reading on July 9. Third (final) reading Approved.
  • Division 1 – File 1025-700/1007-100, Bylaw C-7916-2019, Transfer of Lands to Rocky View County and Designation of Public Utility Lot (PUL). To accommodate construction on the Bragg Creek Flood Mitigation project. Approved.

Closed Session

  • Council move into a closed session to consider the confidential item “Sales Negotiations – Airdrie Grader Shed” pursuant to sections 21, 24, and 25 of the Freedom of Information and Protection of Privacy Act. Council returned to the public meeting and moved to direct Administration to proceed with the sale of land as discussed, and to direct the revenue to the Regional Recreation Reserve fund.
  • A second closed session titled “Personnel Matter” was removed from the agenda, as it was a mistakenly copied on to the agenda from a previous Council Meeting where the matter was discussed.
