Council Decisions: May 28, 2019

Here is a brief summary of the decisions of Rocky View County Council at the May 28, 2019 Council Meeting. This is a general overview of decisions only. General Business

  • Councillor Dan Henn made a $1,000 cheque presentation to the Alberta Children’s Hospital. The donation to the charity of Councillor Henn’s choice was a door prize from the WSP engineering group at a Rural Municipalities Alberta conference.
  • Council voted to provide over $1,375,000 in capital and operation grants to over 40 recreation groups throughout the County. For a complete list of grant recipients, see Council Approves 2019 Recreation Funding Grants.
  • Council voted to approve a Terms of Reference for the Janet Area Structure Plan Long Term Expansion Area Amendments project.
  • Council directed Administration to bring back a report in the fall on feasibility options for developing a new Area Structure Plan for lands along Glenmore Trail, east of Calgary.
  • Council received a report for information on hard surface road repair plans for the 2019 summer season.
  • Council voted to amend the Appeal and Review Panel Bylaw C-7717-2017 to designate the Enforcement Appeal Committee as the appeal body to hear and decide on appeals under the Agricultural Pests Act and Weed Control Act.
  • Council voted to amend the Boards and Committees Bylaw C-7840-2018 to allow Council to vary the term of office for members at large to allow for staggered appointments.
  • Council voted to pass a recommended process for Council in hiring a Chief Administrative Officer in the future.
  • Council voted to send a letter to the Government of Alberta expressing the County’s support of the Airdrie & District Victims Assistance Society as they seek additional funding from the office of the Minister of Justice and Solicitor General.
  • Council voted to repeal the Firearms Bylaw. All of the provisions of the Criminal Code and Provincial regulations regarding weapon and firearm use remain in place throughout the County.

  • Division 3, File PL20190004 (04724177/003/101), Subdivision Item: Creation of Nine Residential Condominium Units (Alandale Estates Final Phase) and a Boundary Adjustment. Considered under the Calgary Metropolitan Region Board Interim Growth Plan, the Central Springbank Area Structure Plan, and the Lazy H Estates Conceptual Scheme. Approved by the Subdivision Authority.
  • Division 1, File PL20180157 (05818002), Subdivision Item: Agriculture. Considered under the County Plan. Approved by the Subdivision Authority.
  • Division 4, File PL20180132 (03214001/009), Subdivision Item: Settlers Green Conceptual Scheme - Hamlet Residential Three District. Considered under the Langdon Area Structure Plan and the Settlers Green Conceptual Scheme. Approved by the Subdivision Authority.

In Camera

Council moved in camera to consider three confidential items under the Freedom of Information and Protection of Privacy Act:

  • “2019 Surplus Land Sale Work Plan” pursuant to the sections 24 and 25
  • A personnel matter under sections 17 and 24
  • An “Advice from Government Officials” matter under sections 24 and 27

Council returned from the In Camera sessions and passed motions instructing Administration to:

  • Proceed with the surplus land sale work plan
  • Notify the relevant school districts that the County is commencing a review of the 1998 Reserves Agreement, and request participation of the school boards in a Reserves Co-ordination Committee meeting as set out in the Agreement
