Council Decisions: February 12, 2019

Here is a brief summary of the decisions of Rocky View County Council at the February 12, 2019 Council Meeting. This is a general overview of decisions only. General Business

  • Council voted to increase the County’s contribution to the Family & Community Support Services Program. The Province provides a funding level, and municipalities must contribute a minimum of 20 percent in additional funds. The County will now increase its contribution to 25 percent. The County’s increased total contribution will be $284,700. The program funds various non-profit organizations and agencies that enhance the social well-being of individuals and families through promotion or intervention strategies.
  • Council voted to approve $900,000 to fund intersection improvements at Highway 566 and Range Road 11, representing 25 percent of the cost. Alberta Transportation will fund the remaining 75 percent.
  • Council voted to approve $185,000 to hire two Access, Privacy and Records Co-ordinators to deal with Freedom of Information and Protection of Privacy Act (FOIP) requests. Under the Act, the County is limited in the fees it can charge for responding to FOIP requests, and actual costs often far exceed the revenue the County can recover.

Considered under the Calgary Metropolitan Region Board Interim Growth Plan, the City of Airdrie/Rocky View County Intermunicipal Development Plan, the County Plan, the Balzac East Area Structure Plan, and the Land Use Bylaw. Approved.
  • Division 7 – File PL20180076 (06411004/06412003/2004/06307003/7006/7007/ 7008/7012/7016), Bylaw C-7819-2018, Area Structure Plan Amendment: Balzac East Area Structure Plan Policy Amendments. Considered under the Calgary Metropolitan Region Board Interim Growth Plan, the Rocky View County/City of Calgary Intermunicipal Development Plan, and the County Plan. Related to PL201880077 and PL20180078 below. Approved.
  • Division 7 – File PL20180077 (06412003/2004), Bylaw C-7820-2018, Conceptual Scheme Item: High Plains Industrial Park Conceptual Scheme Amendment. Related to PL201880076 and PL20180078 above and below. Approved.
  • Division 7 – File PL20180078 (06412003/2004), Bylaw C-7821-2018, Re-designation Item: Ranch and Farm District to Industrial – Industrial Activity District and Public Services District. Related to PL201880076 and PL20180076 above. Approved.
  • Division 8 – File PL20170033/34 (06711002/030), Bylaw C-7849-2018, Conceptual Scheme Item – Indigo Hills Conceptual Scheme. Considered under the County Plan and Bearspaw Area Structure Plan. Related to PL20170035 below. Received First and Second Readings. Third (Final) Reading will be considered at the February 26 Council Meeting.
  • Division 8 – File PL20170035 (06711002/030), Bylaw C-7850-2018, Re-designation Item: Ranch and Farm (with Asterix) District to Residential One District. Related to PL20170033/34 above. Received First and Second Readings. Third (Final) Reading will be considered at the February 26 Council Meeting.

Subdivision

  • Division 5 – File PL20180111 (04333030), Subdivision Item: Residential Two District. Considered under the Municipal Government Act and the Conrich Area Structure Plan. Refused by the Subdivision Authority.

Council arose from In Camera sessions with a motion directing Administration to negotiate a sales agreement with the City of Calgary for the purchase of County land.
