Council Decisions: November 27, 2018

Here is a brief summary of the decisions of Rocky View County Council at the November 27, 2018 Council Meeting. This is a general overview of decisions only. General Business

  • Council approved Bylaw C-7844-2018, which requires Bragg Creek landowners discontinue the use of private water and wastewater systems and hook into County system at landowner cost.
  • Council approved these Regional Recreation Funding capital grants:
    1. The Spray Lakes Sawmills Recreation Park Society will receive $85,000 for security gates and arena parking lot paving.
    2. The Bow Valley Agricultural Society will receive $35,000 to assist with roof replacement above the kitchen concession and facility insurance costs.
    3. The Bow Valley Agricultural Society will receive $65,200 to assist with projects at the Indus Recreation Centre, including the installation of heat trace tape along the roof eaves; a cistern tank; a supervisory signal for the ammonia plant; an ammonia leak detector; and a swing gate on the northeast corner of the ice surface.
    4. The North Bow Community Facility Board will receive $300,000 to assist with the buildout of a quad baseball diamond facility at the Langdon Joint Use Site. Work includes four new baseball diamonds with a shale infield, playing surface, and warning track; fencing, tournament board, and shelter area; lighting, permanent bleachers, and a kids’ play area; and a concession stand and permanent washrooms.
  • Council approved these District Recreation Funding capital grants:
    1. The Bearspaw Historical Society will receive $5,000 to design and install interpretive signage at the Historic Bearspaw School.
    2. The Bow Valley Community Club will receive $6,450 to repair parking lot paving outside the Indus Curling Rink.
    3. The Langdon Community Association will receive $731 to install a new power pole and remount the floodlight at the outdoor ice rink to allow community use of the facility into the winter evening hours.
    4. The Springbank Community Association will receive $27,760 to conduct a feasibility assessment for a community, recreation, and event centre in Springbank.
  • Council approved $100,000 in capital funding for the Friends of Westbrook School Society to support the construction of an expanded size gymnasium at the Westbrook School.

Planning & Development

  • Council approved the Terms of Reference to guide a review of lands designated as Future Policy Areas within the Conrich Area Structure Plan.
  • Council removed the Bearspaw Area Structure Plan Review Terms of Reference and the Bragg Creek Hamlet Expansion Strategy Terms of Reference from the meeting agenda for further consideration.
  • Division 9 – File PL20180114, Bylaw C-7839-2018: Road closure to consolidate a portion of Parcel ‘B’ on Plan 8732 H.X. Received First Reading. They bylaw will now be forwarded to the Alberta Minister of Transportation for approval before Second and Third readings are considered by Council.
  • Division 6 – File PL20180053 (08515005/08515008/08515010), Bylaw C7828-2018, Re-designation Item: Redesignation for Agricultural Purposes. Considered under the County Plan. Approved.
  • Division 5 – File PL20170167 (043291880, Bylaw C-77842018, Re-designation Item: Ranch and Farm Three District to Agricultural Holdings District and Business-Industrial Campus District to accommodate a proposed truck storage facility. The Public Hearing for this item was originally heard at the November 13 Council Meeting. Considered under the Conrich Area Structure Plan. Approved.
  • Division 1 – File 1025-700/1007-100, Bylaw C-7843-2018: Transfer of lands to Rocky View County and designation of Public Utility Lot as part of the Bragg Creek Flood Mitigation project. Approved.

  • Division 7 – File PL20170030 (06516014), Subdivision Item: Residential One District. Considered under the County Plan and the Calterra Estates Conceptual Scheme. Approved by the Subdivision Authority.
  • Division 6 – File PL20180086 (08422002), Subdivision Item: Industrial-Business Highway Frontage District. Considered under the County Plan and the Co-op Master Site Development Plan. Approved by the Subdivision Authority.
  • Division 5 – File PL20180094 (03331036), Subdivision Item: Direct Control District Bylaw 76. Considered under the Janet Area Structure Plan and the Rocky View County / City of Calgary Intermunicipal Development Plan. Approved by the Subdivision Authority.
  • Division 7 – File PL20180054 (07306001), Subdivision Item: Industrial-Industrial Activity District. Considered under the County Plan. Approved by the Subdivision Authority.
