Council Decisions: June 9, 2020

Here is a brief summary of the decisions of Rocky View County Council at the June 9, 2020 Council Meeting. This is a general overview of decisions only. General Business

  • Council approved Bylaw C-8007-2020, amendments to the existing Regional Transportation Off-Site Levy Bylaw C-7356-2014, to support the long-term development of key growth areas in the County.
  • Council then directed Administration to report back by the end of October, 2020, regarding a 12.5% impact and change to the bylaw for provincial infrastructure, on where funds could be allocated for best use.
  • Council approved Bylaw C-8008-2020, amendments to the existing Regional Stormwater Off-Site Levy Bylaw C-7535-2015, to provide a funding mechanism to collect adequate funding to construct the necessary Regional Stormwater Management Infrastructure to support the growth of key development areas in East Rocky View County.
  • Council approved Bylaw C-8009-2020, amendments to the existing Regional Water and Wastewater Off-Site Levy Bylaw C-7273-2015, to ensure new development pays a proportionate share of the costs needed for the addition, expansion, and long-term sustainability of the County’s water and wastewater network.
  • Council received, for information, a report by Financial Services exploring additional payment options for all user fees and taxes, including the use of online and credit card payments from residents. Administration will continue to investigate viable options and report its findings to Council by the end of October.
  • Council approved Development Permit application PRDP20200424 to construct a new storage shed in the community of Elbow Valley subject to the completion of all prior to issuance conditions by December 31, 2020.
  • Council approved the deferral of the Transportation Off-Site Levy for the proposed residential subdivision application PL20200001, in accordance with the Municipal Planning Commission’s recommendation.
  • Council approved the deferral of the Stormwater Off-Site Levy and the Transportation Off-site Levy for development permit application PRDP20200986, in accordance with the Municipal Planning Commission’s recommendation.
  • Council received a motion directing Administration to develop a policy, which would clearly define a process by which local communities could pursue the finance, construction, and operation of high speed internet connectivity through a community-led initiative, and that this policy be brought for Council consideration at a workshop to be held in September of 2020.
  • Council received, for information, an update on the 2020 Council Priorities and Significant Issues list, including all active, ongoing and pending priorities and initiatives to assist council on the status of business items.

  • Division 5 – File PL20190180 (05308014), Bylaw C-7982-2019, Redesignation Item: Residential Two District to Live-Work District in order to facilitate the operation of a trucking business. Considered under the Calgary Metropolitan Region Board Regional Growth Plan. Approved.
  • Division 5 – File PL20190201 (05308009), Bylaw C-7993-2020, Redesignation Item: Residential Two District to Live-Work District in order to facilitate the operation of a powder coating business. Considered under the Calgary Metropolitan Region Board Regional Growth Plan. Approved.
  • Division 9 – File PL20190196 (06836003), Bylaw C-8027-2020, Redesignation Item: Ranch and Farm District to Industrial Activity District to accommodate a proposed highway transportation maintenance facility. Considered under the County Plan. Approved.
  • Division 5 – File PL20190189 (03331171/173/175-181), Bylaw C-8005-2020, Redesignation Item: Site-Specific amendment to DC-76 to amend the list of uses to include Cannabis Facility, Cannabis Cultivation, and Cannabis Retail Store. Considered under the Janet Area Structure Plan, and the Patton Conceptual Scheme. Approved.

  • Division 5 – File PL20200044 (05232003), Bylaw C-8046-2020: Live-Work redesignation from Ranch and Farm District to Live Work District, in order to facilitate the operation of a trucking business. Considered under the Calgary Metropolitan Region Board Regional Growth Plan. First Reading approved.
  • Division 4 – File PL20200053 (03323008), Bylaw C-8050-2020: Live-Work redesignation from Agricultural Holdings District to Live-Work District, in order to facilitate future expansion of the existing home-based business. Considered under the County Plan. First Reading approved.
  • Division 9 – File PL20200031 (06731002/4), Bylaw C-8051-2020: Industrial redesignation from Ranch and Farm District to Direct Control District to accommodate the Summit Pit Conceptual Scheme. Considered under the Calgary Metropolitan Region Board Regional Growth Plan. First Reading approved.
  • Division 7 – File PL20200015 (06507011), Bylaw C-8052-2020: Public Service redesignation from Residential Two District to Public Services District to accommodate a religious assembly. Considered under the Calgary Metropolitan Region Board Regional Growth Plan and the City of Calgary/Rocky View County Inter-municipal Development Plan. First Reading approved.
  • Division 7 – File PL20200037 (07320001), Bylaw C-8053-2020: Agricultural Business redesignation from Ranch and Farm District to Business - Agricultural Services District to accommodate the Scott's Soil Blending Facility. Considered under the Calgary Metropolitan Region Board Regional Growth Plan. First Reading approved.
  • Division 5 – File PL20200041 (05308015), Bylaw C-8054-2020: Live-Work redesignation from Residential Two District to Live-Work District in order to facilitate the operation of a trucking business. Considered under the County Plan. First Reading approved.

Closed Session

  • Council moved into a closed session to consider the confidential item “Letter of Intent – Cochrane Gravel Pit” under Section 24 and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed Administration to decline the offer to purchase set out in the Letter of Intent received May 26, 2020.
