Council Decisions: October 8, 2019

Here is a brief summary of the decisions of Rocky View County Council at the October 8, 2019 Council Meeting. This is a general overview of decisions only. General Business

  • Council received, for information, a quarterly report from the Municipal Enforcement department, including information on traffic infraction statistics, bylaw complaints, and the introduction of a new Municipal Policing Service Agreement for Langdon. The safety of our residents is important. Bylaw Officers have responded to more than 700 bylaw complaints so far this year.
  • Council received, for information, a quarterly report from the Recreation, Parks, and Community Support department, including information on funding for the Langdon Quad Diamond and Marigold Libraries, departmental policies review, grant programs update and impact statistics, and Parks planning initiatives. Through grant programs and Family & Community Support Services funding, the County has provided more than $2.6 million in support to over 120 non-profit organizations and community programs.
  • Council received, for information, a quarterly report from the Assessment Services department, including information on audit ratios for residential and non-residential properties, assessment complaint statistics, training, and a re-inspection of property types.
  • Council received, for information, a quarterly report from the Municipal Clerks Office, including information on co-ordination of Council matters, Assessment Review Board complaints, development permit decision appeals, Freedom of Information & Protection of Privacy requests, and record management programs.
  • Council voted to adopt the Shallow Gas Tax Relief Initiative to reduce 2019 property tax on shallow gas wells and related pipelines by 35 percent. The County will be effectively reimbursed for the reduction by the Province.
  • Council approved the adoption of the proposed Property Tax Levy Cancellation Policy that will provide guidance for the consideration of property tax levy cancellations in specific incidents, such as fire damaged properties or those owned by not-for-profit organizations.
  • Council received, for information, an update and floor plan concepts for the Langdon Fire Station project. Early works construction activities began in late September 2019 with full construction tendering scheduled for winter 2019. Project completion is slated for the third quarter of 2021, and is currently on schedule.
  • Council approved general updates to the Annual Road and Bridge Program Policy C-400 as part of their regular policy review process.
  • Council approved general updates to the Infrastructure Land Acquisition Policy C-416 as part of their regular policy review process.
  • Council approved general updates to the Snow and Ice Control Policy C-405 as part of their regular policy review process. Council rescinded Snow Fencing Policy C-424, Snow Plowing Private Driveways Policy C-442, and Winter Maintenance of County Roads Under Developer Agreements Policy C-456. These were combined and incorporated into the Snow and Ice Control Policy C-405.
  • Council approved general updates to the Cattle Guards and Passes Policy C-423 as part of their regular policy review process.

Planning and Development

  • Division 4 – File PL20180001 (02336005), Bylaw C-7919-2019: Revise Road Closure Bylaw C-7781-2018 to complete the road closure and consolidation. Approved.
  • Division 6 – File PL20180125 (06108003/004, 06109001/003): Consideration of Second and Third Readings of Road Closure Bylaw C-7865-2019. Approved.
  • Council voted to adopt the Singer Transportation Industrial Storage Yard Master Site Development Plan (PL20190018) to provide a policy framework to guide an industrial storage development. Considered under the County Plan and the Rocky View County/City of Calgary Inter-municipal Development Plan. Considered in conjunction with re-designation application File PL20190017 (03315003) below. Approved.
  • Division 4 – File PL20190017 (03315003), Bylaw C-7921-2019, Re-designation Item: Ranch and Farm District to Industrial, Industrial Storage District to provide for the development of an industrial storage development. Considered under the County Plan and the Rocky View County/City of Calgary Inter-municipal Development Plan. Considered in conjunction with File PL20190018 (03315003) above. Approved.

First Readings

  • Division 1 – File PL20190034 (03901003), Consideration of First Reading of Bylaw C-7920-2019 Re-designation Item: Residential Re-designation. Considered under the Calgary Metropolitan Region Board Interim Growth Plan, the Municipal Development Plan, and the Greater Bragg Creek Area Structure Plan. Approved.
  • Division 3 – File PL20190067 (04606165), Consideration of First Reading of Bylaw C-7935-2019, Re-designation Item: Site-specific Amendment to DC-13. Considered under the Municipal Development Plan, the City of Calgary/Rocky View County Inter-municipal Development Plan, and the Elbow Valley Area Structure Plan. Approved.

Subdivision Authority

  • Division 7 – File PL20190088, Subdivision Item: Residential Subdivision, Residential Two District. Considered under the County Plan and the City of Calgary/Rocky View County Inter-municipal Development Plan. Approved by the Subdivision Authority.
  • Division 1 – File PL20190014, Subdivision Item: First Parcel Out. Considered under the County Plan. Approved by the Subdivision Authority.
