Council Decisions: September 24, 2019

Here is a brief summary of the decisions of Rocky View County Council at the September 24, 2019 Council Meeting. This is a general overview of decisions only. General Business

  • Council received, for information, a quarterly report from the County Fire Services and Emergency Management departments, including information on activity, training, and new initiatives and special projects.
  • Council received, for information, a Solid Waste and Recycling Regional Issues report, including information on regional organics processing capacity, waste storage site operations, and a provincial policy for Extended Producer Responsibility.
  • Council voted to amend the Boards and Committees Bylaw (C-7840-2018) to establish the Recreation Governance Committee, and voted to approve a Terms of Reference regarding the membership, functions, responsibilities, and procedures for the newly-created committee. With the creation of the Recreation Governance Committee, Council voted to rescinded the ten Recreation District Board bylaws.
  • Council received a report on funding alternatives for a new community facility in Springbank. Council directed Administration to prepare a report on the establishment of a Recreation and Parks Foundation to support the buildout and long-term maintenance of recreation and parks amenities and programs in the County.
  • Council approved a Specialized Transportation Grant Application adjustment of $6,500 to the Bragg Creek Snowbirds in response to a request to re-evaluate the initial amount funded on May 14, 2019 due to increased demand. 
  • Council directed Administration to negotiate an agreement to transfer ownership of County lands located in Cochrane to the Cochrane and District Agricultural Society. The land is to be used for green space and/or recreational for a minimum of 20 years.
  • Council approved the release of security funds in the amount of $500,000 to the developer HD East Balzac II LP following the completion of intersection improvements at Highway 566 and range Road 292 as per the settlement agreement.
  • Council voted to allow sanctioned councillors Wright, Hanson, and Kissel to attend the Rural Municipalities Alberta conference.

Planning and Development

  • Council voted to table a decision on the proposed new Glenmore Trail Area Structure Plan until the preparation of an industrial demand assessment to guide the location and quantity of land to be designated for industrial use. Administration was directed to prepare a Terms of Reference, budget, and an option for developer-funding for the Area Structure Plan project within three months.
  • Council voted to instruct Administration to prepare a bylaw for the creation of a Municipal Planning Commission to decide on all or some of the County’s subdivision and development permit applications.
  • County voted to direct Administration to challenge the recommendation of the Calgary Metropolitan Region Board’s approval of the draft West View Area Structure Plan due to insufficient consideration of County concerns, in accordance with the Board’s Interim Regional Evaluation Framework.
  • Council approved a 10-year Development Permit Application (PRDP20192533) for a Film Production Facility on lands approximately four miles north of Bragg Creek. The permit is conditional to a 10-year road maintenance agreement.
  • Division 4 – File PL20180127 (03219028), Bylaw C-7926-2019, Re-designation Item: Residential Two District to Public Services District to accommodate a religious assembly (Calgary Lao Buddhist Society). Considered under the County Plan, and in conjunction with File PL20180126 (03219028) below. Approved.
  • Division 4 – File PL20180126 (03219028), Master Site Development Plan: Request by the Calgary Lao Buddhist Society to guide and evaluate the development of a religious assembly. Considered under the County Plan, and in conjunction with File PL20180127 (03219028) above. Approved.
  • Division 7 – File PL20190012 (07308011), Bylaw C-7911-2019, Re-designation Item: Ranch and Farm Three District to Residential Two District in order to facilitate the creation of a ± 4.00 acre parcel with a ± 32.99 acre remainder to preserve the agricultural parcels for agricultural operations. Considered under the County Plan. Approved.
  • Division 4 – File PL20190010 (03323025), Bylaw C-7910-2019, Re-designation Item: Ranch and Farm District to Public Services District to accommodate the development of a church and community center (St. Mary’s Malankara Orthodox Church). Considered under the County Plan and in conjunction with File PL20190011 (03323025) below. Approved.
  • Division 4 – File PL20190011 (03323025), Master Site Development Plan: St. Mary’s Malankara Orthodox Church. Considered under the County Plan and in conjunction with File PL20190010 (03323025) above. Approved.
  • Division 4 – File PL20190017 (03315003), Bylaw C-7921-2019, Re-designation Item: Ranch and Farm District to Industrial Storage District to provide for the development of an industrial storage development. Considered under the County Plan and the Rocky View County/City of Calgary Inter-municipal Development Plan. Considered in conjunction with File PL20190018 (03315003) below.. Approved.
  • Division 4 – File PL20190018 (03315003), Master Site Development Plan: Singer Transportation Industrial Storage Yard. Request to provide a policy Frame-work to guide and evaluate the development of an industrial storage development on NW-15-23-28-W04M. Considered under the County Plan and the Rocky View County/City of Calgary Inter-municipal Development Plan. Considered in conjunction with File PL20190017 (03315003) above. Tabled to a future meeting.

First Readings

  • Division 4 – File PL20190108 (03232002), Consideration of First Reading of Bylaw C-7934-2019, Re-designation Item: Farmstead District to Residential One District. Considered under the County Plan and the Interim Growth Plan. Approved.
  • Divisions 6, 7, and 9 – File PL20190083, Consideration of First Reading of Bylaw C-7936-2019: Mountain View County and Rocky View County Inter-municipal Development Plan. Considered under the Calgary Metropolitan Region Board Interim Growth Plan and the County Plan. Approved.

Subdivision Authority

  • Division 8 – File PL20190073, Subdivision Item: Creation of Eight Residential Parcels in Bearspaw Heights. Considered under the County Plan, the Bearspaw Area Structure Plan, and the Bearspaw Heights Conceptual Scheme. Approved by the Subdivision Authority.

Closed Session

  • Council moved into a closed session to consider the confidential item “Chestermere Regional Community Association Lands” under sections 24 and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council moved back into the public session, and directed Administration to close the facility effective immediately due to safety concerns and explore the sale of this land or remediation of this facility.
  • Council moved into a closed session to consider the confidential item “Sale of County Lands” under sections 24 and 25 of the Freedom of Information and Protection of Privacy Act (FOIP). Council move back into the public session, and directed Administration to decline the offer to purchase the land. In a Motion Arising, Council directed administration to prepare a report on the development potential of fee-simple County lands, to be delivered in three months and two weeks.
